The Complete First-Time Visitor's Guide to Panama City Beach, Florida
Almost everything a first-time visitor gets wrong about Panama City Beach starts with one confusion, and it is not the weather or the crowds. It is that the name describes four different things at once. Panama City Beach is an incorporated city with its own council, ordinances and paid lots. It is a Gulf-front beach that a different government runs in places. It is a peninsula whose east end — Thomas Drive, Grand Lagoon, Bay Point — is not inside that city at all but in unincorporated Bay County. And it is a wholly separate municipality from Panama City, the working bay town on the mainland across the water. Get that wrong and you call the wrong office, park under the wrong rules, and look for a lifeguard where nobody staffs one.
The second structural fact is a bridge. The Hathaway Bridge, carrying US-98 over St. Andrew Bay, is the only roadway crossing between mainland Panama City and this peninsula. There is no second span. Every vehicle leaving — a grocery run, a hospital trip, a hurricane evacuation — funnels across that one crossing, and the approach to it is inside an active multi-year widening. That is why this guide treats bridge status as a trip-planning fact rather than a traffic complaint.
This page orients. It tells you which government runs the ground you are standing on, which end of a long beach you actually want, what the road names mean, and where our own research stopped. Where a fee, an hour or a boundary is unsettled in our sources, this guide says so and hands you the phone number instead of a plausible-sounding number. That restraint is the point of the page, not a gap in it.
Best fit, poor fit
Good fit if: the beach is the trip and you want to walk out of your building onto Gulf sand; you want a condominium with a kitchen and a washer rather than a hotel room, which is the dominant product here by a wide margin; your trip runs on the water, because charter fishing, dive shops, pontoon and paddle rental, two piers and boat access to Shell Island all work out of this peninsula; or you want a state park at each end of the beach, St. Andrews at the east and Camp Helen at the far west.
Poor fit if: you want a walkable resort town, because the corridor reads on a map as one continuous strip and does not behave like one on foot — our judgment, labelled as such below; you want a downtown, which is Panama City across the bridge; you are traveling in March or early April and have not read the spring section here; you need certainty about a fee, an opening time or a boundary before booking, because this guide carries a long list of items nobody has confirmed; or your plan depends on guarded swimming, because three fixed lifeguard locations are confirmed on this whole coast and we publish nothing that would let you infer a fourth.
The fit conclusion is editorial judgment built from those sourced facts: a very good first-visit beach and a poor first-visit town.
The jurisdiction split — read this before anything else
Ownership here is not trivia. It decides parking rules, fees, ordinances, flag authority and lifeguard staffing, and all of those change across a boundary you cannot see from the sand.
Bay County publishes a contact list naming exactly seven incorporated municipalities: Callaway, Lynn Haven, Mexico Beach, Panama City, Panama City Beach, Parker and Springfield. Bay Point does not appear on it. Neither does Upper Grand Lagoon. They are unincorporated Bay County, as is Thomas Drive, which carries a large share of the marina, charter and dive businesses people come here for.
Carillon Beach at the far west end is a private gated community, and it is also the site of county Access 97, which Bay County publishes as a public beach access. Both are true and neither cancels the other. The eight community walkovers are never public access; Access 97 is public, and the county states that West End accesses have limited spots and that the public checks in at the security gate.
Shell Island is split and the split is load-bearing. The approved state park management plan records that the park comprises lands on both the mainland and Shell Island, that the island portion is reachable only by boat, and that Tyndall Air Force Base shares a property line with the park on the east end. The western portion is state park and is where ferry and shuttle passengers land; the east end is federal military land, and the base recreation permit framing applies there and only there.
The practical version: when you have a question about a rule — parking, beach, ordinance, closure — the answer depends on the street address you are standing at, not on the area name.

The county publishes the municipality list; the state publishes the Shell Island split in its approved park plan. The private and gated status of Carillon Beach rests on a rental agency page, because the community's own site refused every request.
The naming traps, and why they are near the top
Four name collisions do more damage to a first visit than anything else on this page, and each is documented rather than anecdotal.
Middle Beach Road is not Middle Beach. Middle Beach Road is the local name for Hutchison Boulevard, state road 392A, a real street — an inland connector roughly 3.283 miles long running between Front Beach Road and Thomas Drive at the east end of the beach. Middle Beach is a tourism-board marketing sub-region, a stretch of Front Beach Road condominiums further west. A property advertised in Middle Beach is not on Middle Beach Road. If a listing uses either term without saying which it means, treat it as ambiguous.
Panama City Beach is not Panama City: two separate incorporated municipalities, and the mainland bay town has no Gulf beach inside its own limits.
Front Beach Road is not Back Beach Road, and Back Beach Road has three names. Panama City Beach Parkway, Back Beach Road and Highway 98 are one inland road, running parallel to the Gulf-front road for a 14-mile stretch west of Panama City and separated by less than one mile — which is why addresses and GPS routing split unpredictably between them.
There is no such single thing as the Shell Island ferry. Two different boats leave two different docks: the in-park boat from the St. Andrews State Park marina, and a separately trademarked shuttle from a Grand Lagoon address. Booking on the bare phrase puts people at the wrong end of the peninsula on the morning of a trip they paid for. A fifth, smaller trap: the two piers have different owners and different admission, and fees from one never apply to the other.
The Hathaway Bridge, and what one crossing means
The Hathaway Bridge carries US-98 over St. Andrew Bay and is the only roadway crossing between mainland Panama City and this peninsula. There is no alternate span, and every vehicle leaving uses it.
The bridge approach sits inside an active state widening of US-98, locally Back Beach Road, from four lanes to six with new sidewalks, bicycle lanes and traffic-signal improvements. The speed limit approaching the bridge was reduced to 35 mph in June 2026 and speeding fines are doubled in the work zone; the third and final phase was reported in June 2026 as expected to begin later that summer. All three have a shelf life measured in weeks and should be rechecked with the road authority close to travel.
We publish no cost figure and no completion year for that widening. Two figures for the same phase are on file, from the same outlet, and they cannot both describe the same thing. A range would imply one project of uncertain price, and one plausible explanation is that the numbers describe different footprints — in which case the range is itself the error.
Do not confuse the Hathaway with the DuPont Bridge replacement, which crosses East Bay to the Tyndall and Callaway side: different corridor, not an alternate route to the beach. There is also a second roadworks story on the peninsula itself. The city redevelopment agency is rebuilding Front Beach Road in numbered segments, of which 4.1 and 4.2 are in permitting and 4.3 is in right-of-way acquisition — meaning no new streetscape there and, equally, no construction delays there. The cones a visitor hits in 2026 are at the bridge end, on the state project.
Geographic orientation — the mental map
Hold four roads in your head and the peninsula becomes legible. Front Beach Road is the Gulf-front road proper, through Panama City Beach, Hollywood Beach and Laguna Beach, and the sand, the towers and most visitor businesses are on it. Panama City Beach Parkway, also called Back Beach Road and carrying US-98, is the inland four-lane bypass and the entry corridor from the Hathaway Bridge. Hutchison Boulevard, locally Middle Beach Road, connects the two at the east end. Thomas Drive runs east from it toward St. Andrews State Park, in unincorporated county rather than city limits.
Two roads bring traffic down from the north and they serve different halves of the area. SR-79 runs from the Alabama state line south to its terminus at US-98 in Panama City Beach, landing a driver on the beach itself; a 2023 project replaced its former Y-intersection with Front Beach Road with a roundabout, and it is being widened to four lanes north of Panama City to the junction with Interstate 10. SR-77 connects mainland Panama City north through Lynn Haven, Southport, Chipley and Graceville to the Alabama line. The destination is what to notice: a driver arriving on SR-77 still has to cross the Hathaway. A driver arriving on SR-79 does not.
One lower-tier source applies the US-98 designation to both parallel roads at once, so this guide names roads and roles rather than publishing a full designation set. The rule that falls out of the parallel-roads geography is the most useful navigation sentence for a first visit: the only reliable way to know which road you need is the specific street address, not the area name.
Inside Panama City Beach: the five neighborhoods
The tourism board publishes five regions for this coast and address clustering corroborates them. They are marketing geography, not legal boundaries — no source we found documents them as either official or unofficial geography in so many words, and crossing between them changes nothing about which law applies. Choose the neighborhood before the building; it is the decision that determines how much of your week you spend driving.
The West End has the thinnest coverage in our whole research file, and this guide reads that way rather than padding it out. What is established is the shape of it; much of the detail that would fill out a West End paragraph sits behind sources that refused to load.

The tourism board is a promoter, not a governing authority. A neighborhood name settles nothing about which government runs the ground.
Arrival day logistics
Northwest Florida Beaches International Airport (ECP) is not on the beach and not in Panama City Beach: it sits in West Bay, unincorporated Bay County, north of the peninsula. Its mailing address is 6300 West Bay Parkway, Panama City, FL 32409, and that mailing city is a postal artefact rather than a jurisdiction.
The airport publishes a flat 20 minutes to Panama City Beach, and that figure is true for Pier Park and the central strip. It is not true for the east end: SR-79 lands you west-central, and reaching Grand Lagoon means driving the length of the beach on top of the highway run. We hold no sourced figure for the east end or the far West End and publish neither a longer number nor a band — both longer bands previously in circulation on this project failed verification. If your building is at either far end, ask the property or the airport.
Worth knowing before you worry about the bridge: SR-79 runs south to its terminus at US-98 in Panama City Beach, so a driver coming down it reaches the beach without using the Hathaway. That is our reading of the road geography rather than a statement the airport publishes.
We publish no nonstop route list. The airport runs two official pages that do not match — one lists four carriers and marks nothing seasonal, the other adds a city the first lacks and marks many destinations seasonal — and presenting seasonal service as year-round is worse for a reader than a missing city.
Seven rental brands operate on site: Alamo, Avis, Budget, Dollar/Thrifty, Enterprise, Hertz and National. Curbside is loading and unloading only, with a complimentary shuttle, and rideshare passengers wait in a designated area across the street near the covered-lot entrance. One note with a short shelf life: as of late July 2026 the airport is a building site, with an 80,000-square-foot North Terminal that broke ground in January 2026 adding three gates, a new front-of-terminal traffic pattern in force and rental-car returns using the left lane. Recheck within weeks of travel.
What a first visit costs, and where you park
This is not a budget. It is the set of fixed published figures a first trip actually runs into, each from the body that charges it. City-run paid parking is exactly three lots — 9941 Thomas Drive, 600 Henley Drive at Churchwell and Front Beach Road, and 11209 Front Beach Road at Richard Jackson Boulevard — taking Passport Parking, online or in the app, at one rate card across all three.
Overnight parking is allowed only in those three lots, and trailers, RVs and oversized vehicles are prohibited from parking there overnight. The word overnight is the fact rather than a qualifier on it: the City documents no daytime restriction, and its silence is not a permission either. So this page states the overnight rule and says nothing about daytime in either direction.
On peak-summer overflow and towing, no city or county policy statement exists in anything we could read, and that absence is the finding. We will not write that parking can be tight in summer or that you should arrive early — each asserts a capacity claim nobody published, wearing the costume of caution. There is also no citywide resort-fee standard: one property advertising no resort fee charges a daily self-parking fee instead.

The county pier runs its own separate lot and its rate must not be read off a city table. Whether parking at Pier Park is free is widely visitor-reported and published by nobody: the operator's own pages were fetched and carry no parking-cost statement at all.
Beach access: what is published, and the number we will not print
Bay County publishes its beach accesses grouped by area, and the groups are exact: Spyglass Drive 1 to 3, Gulf Drive 4 to 15, Surf Drive 16 to 23, Laguna Beach 77 to 85, Hollywood Beach 86 to 96, and West End 97 and 98. Access 97 is Carillon Beach, a wooden boardwalk five feet wide; Access 98 is Pinnacle Port.
We do not publish a total, and we do not use a rounded phrase instead. The numbering is non-consecutive and split between two governments, and the one published total in circulation attributes the whole inventory to a single one of them, which contradicts the split. The hedge is banned for a specific reason: the same publisher that gives the total also writes it in prose as a round-number phrase, so a hedge ships the same unverified figure with the source filed off. Lettered sub-accesses are in circulation and none is published here either, because the only page carrying them could not be read on any attempt.
The best-documented accessible beach setup on this coast is Access 22 on Surf Drive, Edward F. Hickey Jr. Park, a Bay County facility rather than a city one. It carries accessible parking, an accessible beach ramp and over 100 feet of mobility mats running from the sand to the shoreline. It was unveiled on 15 April 2025, with an observation deck named as a later phase — so that is the unveiling of a project still in stages rather than a completion. The county has since procured an ADA rebuild of Access 16.
Beach safety, the flags, and the three lifeguard locations
Three fixed lifeguard locations are confirmed on this coast: Russell-Fields City Pier, Rick Seltzer Park, and M.B. Miller County Pier. The rest of the City beaches are monitored, in the City's own words, primarily on a roving as-needed basis. No fourth fixed location was found in any source we could read, which is an absence of evidence rather than evidence of absence.
We publish no lifeguard season, no daily hours and no staffing count, and the restraint is deliberate. One staffing window is documented and it belongs to the Russell-Fields City Pier specifically. Two City pages agree on it, and two sources agreeing on a narrow fact does not widen the fact: it establishes nothing about the county pier, the county park, the roving patrol, or the unguarded majority of this shoreline. Those same two pages disagree on how many full-time responders there are, and we do not reconcile that by averaging. Bay County publishes a surf rescue page separately; it names no stationed locations, no staffing count, no season and no hours. Treat this coastline as unguarded and swim accordingly.
On the flag warning system: it is a City programme, and the jurisdiction rule above applies to it directly — city flag authority does not follow you into unincorporated Bay County. What our fact base does not establish is the reach of that programme and its ordinance penalties onto state land at St. Andrews State Park or onto Shell Island, so nothing here extends them there. We publish no flag colour meanings, no penalty figure and no enforcement claim. Read the flags flying where you are standing and ask the body that runs that stretch what they mean.

One pier's fees may never be applied to the other. Bay County states that annual passes sold at Frank Brown Park are honoured at both piers; the price and where they are sold are unconfirmed.
If your first visit falls in March or April
The spring rulebook here is genuinely different and it is enforced. This section carries the 2026 season as it ran, because that is what our sources document, and publishes no 2027 dates at all. Reading last year's dates as this year's fact is the mistake to avoid.
Short-term and vacation rentals are prohibited from renting to anyone under the age of 21. It is not one law but a pair of mirror ordinances: the city passed the prohibition around September 2025 and the county adopted an essentially identical one about a month later, in October 2025, so the rule would not stop at a line visitors cannot see. What we cannot tell you is its geographic footprint — one source frames it as a general ordinance-wide restriction and another frames spring enforcement restrictions as zone-specific, and those produce materially different answers for someone booking outside the zones.
The 2026 High Impact Period ran 28 March to 11 April. During it, police held expanded enforcement authority over curfews, bars, vacation rentals, traffic and beach closures. An 8 p.m. to 5 a.m. curfew applied to unaccompanied minors under 18 within the designated zone; the county states a violation is a second-degree misdemeanour punishable by up to 60 days in jail and a civil fine, with parents or guardians also exposed. A full beach alcohol ban applied for the entire month of March. The zone boundaries are not published here: three dated reports describe the city zones three different ways and the county zone map would not parse.
The overnight beach closure is the item to read twice, because it is TWO stretches and not one. From 12 March to 30 April 2026, nightly between 10 p.m. and 4 a.m., the beach was closed from about Beach Access 25 to Beach Access 36, and separately from about Beach Access 58 east to the east end property line of the Calypso Condominiums. Access 58 is the western end of a second closed run, not a single closed access. Written as one range it tells a reader everything east of 58 is open, and that was not true. The reporting hedges both endpoints with the words from about, and we do not sharpen them.
That closure window is longer than the High Impact Period and the two must not be collapsed into one span.
Where to stay, and the three different age rules
Almost no Panama City Beach high-rise is a branded hotel. What looks like a chain property is nearly always an independently owned condominium building marketed by a third-party rental management company, and multiple competing managers often list the same building. Two rules follow. Never read a tower as a hotel brand: the name on the listing is usually the manager's. And never take a building-wide policy from a single manager listing — policies vary by individually owned unit and by manager, which covers pet rules, cleaning and damage-waiver fees, check-in ages and parking alike.
Minimum-stay rules could not be verified for any property in the central strip: every official rental policy page we fetched either omitted stay-length rules or gave only a spring-break minimum. Treat that as a universal gap and ask the manager. The winter long-stay market is genuinely active, but no statistic quantifies it and any discount figure in circulation is one company's offer on its own inventory rather than a market rate.
On ages, keep three things separate. The 21-and-over rule for short-term and vacation rentals is an ordinance, and its geographic footprint is unsettled. A building's own minimum check-in age is a house rule that runs all year and varies by building and manager. The spring curfew for unaccompanied minors under 18 applies within a designated zone during the High Impact Period only. A booking page that mentions an age is usually talking about the second of the three.
Accessibility — documented and undocumented
Panama City Beach runs a named accessibility initiative in partnership with an accessible-travel booking platform, which has awarded the destination a verification seal and maintains an assessed list of local partners. That the initiative exists is well established. What it certifies about any individual room is not: the older tourism-board page names four lodging properties as accessible, the current page names six and calls even that a preview, both are live, and we report that rather than picking a list. Itemised room features are published for some of those properties and not others — so the flat claim that no features are published anywhere is wrong, and confirming with the property directly is still right.
Everywhere else, accessibility here is undocumented rather than absent, and that distinction is the whole of this section. A property not named is not a property without access. Do not infer compliance from a listing photo or a generic accessible tag on a booking channel. This is the single largest verified gap across our lodging survey, and saying it plainly serves a wheelchair user better than a confident amenity list that goes quiet on access. On the sand, the documented setup is Edward F. Hickey Jr. Park at Access 22, above — a statement about the state of the record rather than a claim that nothing better exists.
Weather, water and the bad-day plan
The conditions page for this stretch is the Gulf zone for Panama City Beach, a real Gulf flag zone rather than a calm bay one. Check it the morning of a beach day rather than the night before.
One rule governs everything this site says about attractions on a bad-weather day: a closed venue is never listed as open. That bites specifically here, where a large marine park is permanently closed — last guests in May 2025, sold out of bankruptcy in 2025 with no plans published to restore marine operations — and its website is live again carrying a bankruptcy notice, which is exactly how a closed attraction ends up back in somebody's round-up. A long-standing golf club closed in October 2018 and will not reopen. Neither appears on this site as an option.
What is confirmed and worth planning around: Pier Park is an open-air retail and dining centre at 600 Pier Park Dr, and open-air matters, because the walkways between tenants are not shelter and a reader told mall will assume otherwise. Conservation Park, run by the city, is 2,900 acres of restored wetland and pine forest, free, open dawn to dusk seven days a week. A multi-use trail network runs with it; its mileage is not published here because the city trail map would not load and two other published figures disagree.
Getting around once you are here
Walkability, in two parts. The immediate Pier Park vicinity genuinely works on foot, and two Parkway hotels are walkable to the centre but not to the sand — the distinction that decides whether a family with beach gear can use them. Those walking distances come from a visitor forum rather than an official source and are carried as unconfirmed. The second part is a judgment, labelled as one: the corridor reads on a map as a single continuous strip and does not behave like one on foot.
Public transit is one system under two names: established as Bay Town Trolley, renamed by rider vote, now running as Bayway. Service runs Monday to Sunday, 6 a.m. to 8 p.m., with one carve-out that catches people — Sunday service runs only from the first Sunday in March through the last Sunday in November. Paratransit runs Monday to Saturday, 6 a.m. to 6 p.m., and not Sundays. Whether it reaches your beach address is two answers pointing opposite ways: the legacy fixed-route area terminates at the Hathaway Bridge on the mainland side, while the on-demand service runs a geofenced zone described as covering Panama City Beach. Whether that zone extends east far enough to cover Pier Park is stated by nobody.
Before renting a cart: a golf cart and a low-speed vehicle are different legal categories under Florida law, and most of what is advertised along Front Beach Road as golf-cart rental is in practice a low-speed vehicle, which must be registered, titled and insured and requires a driver licence. Neither is automatically street-legal anywhere, and we could not retrieve the city's designation list.

What can be said binds the whole page together: because there is one roadway crossing off this peninsula, and because it is inside an active widening with a reduced work-zone speed limit, evacuation planning here is bridge-capacity-constrained rather than generic. A zone system tells you when you are called and a route list tells you where to go once across; neither addresses getting off the peninsula in the first place, across one span, alongside everyone else called at the same time.
What can go wrong — the first-timer mistakes

- Booking Panama City when you meant Panama City Beach. Separate municipalities, and the mainland city has no Gulf beach inside its limits.
- Assuming the whole beach is inside the City of Panama City Beach. Thomas Drive, Grand Lagoon and Bay Point are unincorporated Bay County, and calling the city about a county address wastes the call.
- Reading Middle Beach and Middle Beach Road as the same place. They are at different ends of the beach and on different roads.
- Taking one airport drive time and applying it to the whole peninsula. Twenty minutes is the airport figure for Pier Park and the central strip, and we hold no sourced figure for either far end.
- Booking a Shell Island trip on the bare phrase Shell Island ferry. Two boats, two docks, opposite ends of the peninsula. Check the dock address on the confirmation.
- Reading the spring overnight beach closure as one stretch. It was two, and treating it as one tells you a closed beach is open.
- Assuming a fee published for one pier applies to the other. Different owners, different fee structures, and only one of the two has a figure we will publish.
- Assuming the beach in front of your building is guarded. Three fixed locations are confirmed on this entire coast.
- Taking a building-wide policy from one rental listing. Units are individually owned under competing managers.
- Turning up with a trailer or an RV expecting to park it overnight in a city lot. Prohibited in all three, with no daytime rule published in either direction.
- Planning a beach-adjacent day around transit without checking the on-demand zone, whose eastern boundary is published by nobody.
- Renting what you think is a golf cart. Most of what is rented as one along Front Beach Road is legally a low-speed vehicle, with registration, insurance and licence requirements a golf cart does not carry.
- Planning a rainy afternoon around an attraction found on a round-up. At least one large, well-known venue here is permanently closed with a live website.
- Merging the two construction stories. The city segment programme on Front Beach Road and the state widening at the bridge are different agencies on different corridors, and the 2026 delays are at the bridge end.

Suggested plan — the first 48 hours
A shape rather than a schedule, and it contains no opening times, because the opening times for most of the venues a first-timer would ask about are on the open list rather than in our sources.
Arrival afternoon: fly into ECP, take the SR-79 run south, and note your booking's street address rather than its area name before you leave the airport. At the building, find out from the manager which parking is yours, then walk out to the sand and see what the flags are doing where you are standing.
First full morning: beach day where you are, conditions checked before you go out, and if guarded water matters, drive to one of the three confirmed locations. Late morning, do the orientation drive — down Front Beach Road one way and back along the Parkway the other — so the parallel-road geography stops being abstract. Afternoon: park once at Pier Park and walk, remembering it is open-air.
Second day, east or west, not both. East means Thomas Drive, Grand Lagoon, the county pier and county park, the charter and dive cluster, and St. Andrews State Park at the end of the road. West means the quieter end, the county access at Carillon Beach with its gate check-in, and Camp Helen State Park at the outer edge. Doing both in one day is the classic first-visit error on a beach this long. If the weather turns, Conservation Park is free and open dawn to dusk seven days a week.

Is Panama City Beach the same place as Panama City?
No. They are two separate incorporated municipalities. Panama City is a bay town on the mainland with no Gulf beach inside its own limits; Panama City Beach is the Gulf-front peninsula across St. Andrew Bay. The Hathaway Bridge, carrying US-98, is the only roadway crossing between them.
Is all of the beach inside the City of Panama City Beach?
No, and this is the thing first-timers most often get wrong. Thomas Drive, Grand Lagoon and Bay Point are unincorporated Bay County — the county list of the seven incorporated municipalities does not include them. City ordinances, city paid parking, city flag authority and city beach safety do not apply there. Carillon Beach at the far west is a private gated community, and the jurisdiction of Signal Hill Golf Course is unresolved in our sources.
What is the difference between Middle Beach and Middle Beach Road?
They are different places at different ends of the beach. Middle Beach Road is the local name for Hutchison Boulevard, an inland connector running between Front Beach Road and Thomas Drive at the east end. Middle Beach is a tourism-board marketing sub-region of Front Beach Road condominiums further west. A property advertised in Middle Beach is not on Middle Beach Road.
How many public beach accesses are there?
We do not publish a total, and we will not use a rounded phrase instead. The numbering is non-consecutive and split between two governments, and the one published total in circulation attributes the whole inventory to a single one of them, which contradicts the split. Bay County does publish its own accesses in six named groups, listed above.
Are there lifeguards on Panama City Beach?
Three fixed locations are confirmed: Russell-Fields City Pier, Rick Seltzer Park and M.B. Miller County Pier. The rest of the City beaches are monitored primarily on a roving as-needed basis. What was the overnight beach closure during spring break?
In 2026 it ran 12 March to 30 April, nightly between 10 p.m. and 4 a.m., and it covered two separate stretches: from about Beach Access 25 to Beach Access 36, and separately from about Beach Access 58 east to the east end property line of the Calypso Condominiums. It is two stretches, not one — written as a single range it would tell you everything east of 58 was open, which was not true. Both endpoints are approximate in the reporting, and no 2027 dates are published here.
How long is the drive from the airport, and does it cross the bridge?
The airport publishes a flat 20 minutes to Pier Park and the central strip. That figure does not cover the east end or the far West End, and we hold no sourced number for either, so we publish none — a drive time without the neighborhood attached is the error to avoid. SR-79 runs south to its terminus at US-98 in Panama City Beach, so the drive down from the airport does not need the Hathaway Bridge.
Whose is Shell Island, and how do I get there?
Both. The western portion is St. Andrews State Park, and that is the section ferry and shuttle passengers reach; the east end is Tyndall Air Force Base, sharing a property line with the park, and the base recreation permit framing applies there and only there. On getting there: two different boats leave two different docks — the in-park boat from the state park marina and a separately trademarked shuttle from a Grand Lagoon address — so never book on the bare phrase Shell Island ferry without checking the dock address on your confirmation.
Do I need a car?
Assume yes. The immediate Pier Park vicinity works on foot, and that is the exception rather than the rule. Bay County transit runs an on-demand zone described as covering Panama City Beach at a flat fare, but the operator publishes no eastern boundary for that zone, so nobody can tell you from published sources whether it reaches Pier Park. Note too that Sunday service runs only from the first Sunday in March through the last Sunday in November.
