Grand Lagoon: the east end, the marina docks, and the two Shell Island boats that are not the same boat
Grand Lagoon is the east end of the beach: Thomas Drive, the canal and marina front along North and South Lagoon Drive, the gated golf-and-marina community at Bay Point, and the road that runs out at the gate of St. Andrews State Park. It is where the charter fleet, the dive boats, the dolphin operators and both Shell Island boats work from. It is also the sub-region that most often gets described with facts borrowed from somewhere else on this coast, and the two that matter most are the ones this page leads with.
The first is jurisdiction. Much of this end — Bay Point and Upper Grand Lagoon among it — is unincorporated Bay County, not the City of Panama City Beach. City ordinances, city parking rules and the city flag authority do not follow you here, and the answer to nearly every question that starts with who do I call depends on which body runs the specific thing you are asking about. The second is that this is the furthest sub-region from the airport and the least walkable, and neither of those is softened anywhere below. The airport publishes a flat twenty minutes to Panama City Beach and that figure belongs to Pier Park and the central strip, not to this end of the road.

Who should stay here — and who should not
Stay in Grand Lagoon if the boat is the point. Every commercial dock on this coast that matters is on this end: the charter fleet at Capt Andersons Marina, the dive boats, the dolphin and sunset operators along North and South Lagoon Drive, the Shell Island Shuttle, and the in-park ferry further east inside the state park. If your day starts by walking down a dock, staying here removes a drive from the front of it.
Stay here if you want the state park at the end of your road. St. Andrews State Park sits at 4607 State Park Lane, past the far end of Thomas Drive, and the thing that makes it worth planning around is the contrast inside the gate: a calm Grand Lagoon side against Gulf surf, with over a mile of beach on both. That choice is made after you have paid at the gate, not before.
Stay here if you want a quieter, more residential east end than the central strip, and are content to drive to dinner. What you get is a marina and canal district with real working infrastructure. What you do not get is a walkable core.
Consider elsewhere if:
- You want to walk to dinner. There is no dense walkable commercial core near most lodging in this sub-region, and driving is required for essentially everything in it.
- You are flying in and out on tight connections. This is the far end of the beach from the airport road, and we hold no sourced drive time for it — which is itself the reason to leave more margin rather than less.
- You want Gulf frontage and are booking on the sub-region name. Several buildings here front bay, lagoon or marina water. Check the specific property, not the neighborhood label.
- You want a beach with a lifeguard within sight of your building. Exactly three fixed lifeguard locations are confirmed on this whole coast, one of them on this road, and everywhere else is roving patrol only.

Jurisdiction: this is unincorporated Bay County, and that decides who you call
Bay Point and Upper Grand Lagoon are unincorporated Bay County. They are not the City of Panama City Beach. Bay County publishes a municipality contact list naming exactly seven incorporated municipalities in the county — Callaway, Lynn Haven, Mexico Beach, Panama City, Panama City Beach, Parker, Springfield — and neither Bay Point nor Upper Grand Lagoon appears on it. The county GIS boundary layer describes the same thing as a mapped legal line separating the seven municipalities, two military bases and the unincorporated areas.
That is not trivia, because the boundary is invisible from the street and the rules on either side of it are not the same. City ordinances, city parking rules and city flag authority do not apply outside city limits. The address you are standing at is what tells you which body governs the thing you are asking about, and along this corridor the two interleave: a City of Panama City Beach paid lot sits at 9941 Thomas Drive and a Bay County park sits at 7419 Thomas Drive, on the same road.
The corridor road itself carries the same split. Thomas Drive is CR-392 and is recorded as being in unincorporated Bay County rather than city limits — a claim that rests on a single encyclopedia source in our fact base, which is why the exact position of the city limit along Thomas Drive and the Grand Lagoon corridor is carried below as an open question rather than drawn on this page.
Two further governments own things at this end. St. Andrews State Park is the State of Florida. The east half of Shell Island is Tyndall Air Force Base, which is federal. Neither of those is Bay County and neither is the city, and the section on Shell Island below is where that matters most.
One naming point, because it travels with the sub-region label. Grand Lagoon is marketing geography, not a legal boundary. The tourism board publishes it as one of five regions for this coast and address clustering corroborates the names, but a sub-region name settles nothing about jurisdiction, and several properties sit on a seam between two of them.

Walkability: there is no core here, and that is the finding rather than a complaint
Grand Lagoon is a marina and canal district, not a walkable beach strip. Driving is required for essentially everything in this sub-region, and most Gulf-side lodging sits ten to twenty minutes away from the lagoon-front businesses by car or rideshare. Our research states the position for this end plainly: Grand Lagoon has no dense walkable commercial core near most lodging.
It is worth saying why the corridor reads otherwise on a map. Front Beach Road looks like one continuous beachfront strip and runs parallel to the inland US-98 corridor for roughly fourteen miles, often less than a mile apart. That shape invites a reader to assume any two points along it are a stroll from each other. On the ground, no continuous, shaded or consistently sidewalked pedestrian path exists along most of its length, actual distances from a tower to the nearest restaurant or shopping cluster frequently run one to two miles or more, and large stretches have no dense retail core at all. That reading of the corridor is our editorial judgment assembled from sourced facts about it, not a sentence any single source publishes, and it is labelled as judgment here rather than dressed up as a finding.
Off-road walking is a different question and it answers better. Conservation Park and the city trail network offer genuine walking and riding away from traffic. They are inland, they are not on this end, and they do not answer whether you can walk from your building to dinner. No trail mileage is printed anywhere on this page: the city trail map could not be read, the tourism board publishes a network total and a connector length that both disagree with the figures in our research, and a third figure is in circulation on a page nobody has fetched.
Whether striped or separated bicycle lanes currently exist on Thomas Drive is not established. The only bicycle lanes documented in our fact base are planned as part of an inland US-98 widening, and the claim that lanes already exist on Front Beach Road and Thomas Drive rests on a condo-rental marketing blog with no municipal, county or state confirmation behind it. We publish no lane mileage, no route and no build date.
Getting here from ECP — and why the 20-minute figure belongs to a different neighborhood
Northwest Florida Beaches International (ECP) is the airport that serves this beach. It is not on the beach and it is not in Panama City Beach: it sits in West Bay, unincorporated Bay County, north of the peninsula, and its mailing city is a postal artefact rather than a jurisdiction. The address is 6300 West Bay Parkway, Suite A, Panama City, FL 32409, and the main administrative line is (850) 636-8950.
The airport publishes a flat twenty minutes to Panama City Beach. That figure is true for Pier Park and the central strip and it is not true for this end, because the standard route brings drivers down SR-79, which lands west-central near Pier Park — so reaching Grand Lagoon means driving the length of the beach on top of the highway run. We hold no sourced drive time for that. The one long figure that circulated for a Thomas Drive property sits on a page that returns a refusal and cannot be cited, and the shorter end of the band that used to accompany it was manufactured at the research stage and has no source at all. So this page publishes no number and no band for the airport drive to Grand Lagoon, and the honest instruction is to measure it yourself before you plan a departure around it.
A drive time without the neighborhood attached is the failure mode here, and it runs in both directions: carrying the central-strip twenty minutes onto this page would understate the drive, and inventing a longer figure to correct it would be the same rule broken the other way.
One arrival fact that does hold. The standard route from the airport does not touch the Hathaway Bridge — drivers come down SR-79 rather than across the span from the mainland. That is an inference from the road geography rather than a sentence the airport publishes, and it is worth stating because the bridge dominates local traffic talk and a reader who has heard about it will assume it applies to them. It does apply to anything you drive to on the mainland once you are here: the Hathaway is the only roadway crossing off this peninsula.
No named ground-transport operator, fare or journey time from the airport to any address on this end appears in our fact base, and none is invented here. Rideshare passengers at the airport wait in a designated pickup area across the street near the entrance to the covered lot.
Getting around: the roads, the transit gap, and the cart-versus-LSV trap
Thomas Drive is CR-392. It meets Hutchison Boulevard at its west end and runs east through this sub-region toward St. Andrews State Park. Hutchison Boulevard is SR-392A, a 3.28-mile inland connector between Front Beach Road at its west end and Thomas Drive at its east end, crossing Clara Avenue, Alf Coleman Road, Richard Jackson Boulevard and Churchwell Drive on the way. State route inventory notes it is signed in the field as both SR 392 and SR 392A, so a driver looking at a shield may see the other designation from the one a page gives.
The naming trap that catches people every season: Middle Beach Road is a local name for Hutchison Boulevard, the inland connector at this end of the beach. Middle Beach is a tourism-board marketing sub-region of Front Beach Road condominiums further west. Same name, two different things, at different ends of the coast. A property advertised in Middle Beach is not on Middle Beach Road, and a business on Middle Beach Road is not in Middle Beach.
The two through-roads matter for the same reason. Front Beach Road is SR-30, the Gulf-front road proper. Panama City Beach Parkway, locally Back Beach Road, is US-98, the inland four-lane bypass. They run parallel for roughly fourteen miles, often less than a mile apart, and business addresses and satellite-navigation routing split unpredictably between them. The only thing that tells you which road you need is the specific street address, not the area name.
One address on this end is a documented trap in its own right. The Sea Screamer dock is at 3605 Navy Boulevard at Treasure Island Marina, and the operator itself flags in its own address line that the road was formerly Thomas Drive. Keep that note whenever the address is used — it is the reason the address looks wrong to anyone who knows the corridor.
Getting around without a car is genuinely unresolved for this end, and it is written as unresolved rather than as a limit. Bay County transit — the same system under two names, Bay Town Trolley historically and Bayway now — runs a legacy fixed-route zone that is described as stretching from the Hathaway Bridge to Bunkers Cove and north to Lynn Haven, terminating at the bridge on the mainland side. Its on-demand microtransit service, Bayway FLEX, does operate a separate geofenced zone covering Panama City Beach and a portion of Walton County, but the points the operator names for it are at the western end and nobody publishes an eastern boundary for it. The live route map could not be retrieved, and an older route number tried during research no longer resolves. Nothing in our fact base establishes whether any Bayway service reaches this end of the beach, and no route list, no zone map and no coverage claim is published here in either direction.
What is published, because the operator publishes it: a single ride is $1.50 and Bayway FLEX is a flat $1.50 per ride within its zone, a day pass is $4.00 and is good until midnight, and a 31-day pass is $35.00. Fixed-route and FLEX service runs 6:00 a.m. to 8:00 p.m. Sunday service runs only from the first Sunday in March through the last Sunday in November and is suspended outside that window — which is the fact that catches winter visitors, because the daily window reads as year-round coverage unless the seasonal carve-out sits beside it. On-demand paratransit runs Monday to Saturday, 6:00 a.m. to 6:00 p.m., and does not run Sundays at all.
Uber and Lyft both operate throughout Panama City Beach. No beach-adjacent pickup or dropoff restriction was found anywhere in our research, which is not the same as none existing, and it is carried below as an open question rather than as a confirmed absence. We hold no Panama City Beach taxi operator list; the only taxi operators named anywhere in our research serve the mainland and are not carried across the bridge here.
Golf carts and low-speed vehicles are two different legal categories under Florida law, and most secondary sources blur them. Along this corridor the practical consequence is specific: almost every company advertising golf-cart rental is in practice renting low-speed vehicles, which means the renter is in the right-hand column of the table below — registered, titled, insured, driver licence required — while reading marketing copy written for the left-hand one.
Two further points on that table. A golf cart is not automatically street-legal everywhere: a local government must specifically designate the streets, a county road by the county and a municipal street by the municipality, and legality on one side of a boundary says nothing about the other. Given that much of this corridor is unincorporated county rather than city, that distinction bites here more than most places. And the current street-designation list could not be verified from either primary source, so no street-by-street legality claim is published on this page. Separately, the rental motor-scooter ban that shaped this market is a City of Panama City Beach ordinance — approved 8 June 2017 with a three-year phase-out taking full effect 9 September 2020, after police issued 305 rental-scooter citations and responded to 56 rental-scooter crashes between January and May 2017 — and whether a city ordinance reaches the unincorporated corridor is exactly the question this page keeps asking rather than answering. What is banned is the rental business, not the vehicle; personal electric scooters and bicycles are not covered by it, and bicycle rental is separately recommended by the destination marketing organisation.

The 35 mph figure belongs to low-speed vehicles and comes from the state motor-vehicle authority. It is not the golf-cart number and must not be borrowed for the golf-cart row.
Shell Island: two boats, two docks, and never the bare phrase
Two entirely separate commercial boats leave from two entirely separate docks for Shell Island, and confusing them is the most common visitor mistake in this category. This is not a mistake of degree. The docks are not on the same site, are not run by the same operator, and are not reached the same way — one is inside a state park behind a paid gate, the other is on the North Lagoon Drive canal front several miles away. A reader who books one and drives to the other has not arrived early or late; they have missed the boat entirely.
So this page never uses the bare phrase Shell Island Ferry without naming the dock, and neither should any booking you make. The in-park concessionaire titles its own page with that phrase, and the Grand Lagoon shuttle holds a trademark on a version of it. The domain shellislandferry.com is the Grand Lagoon shuttle, not the in-park ferry — which is precisely the kind of detail that reads as reassurance and functions as a trap.
There is a third operator that markets Panama City Beach Shell Island and dolphin trips and does not depart from this peninsula at all. Salty Dogs Tours lists its dock on its own site as 4200 West 23rd St, Panama City, FL 32405 — mainland, across St. Andrew Bay. It must be flagged as a mainland departure every time it is named, because the marketing framing and the dock address point at different places and the dock address is the one you drive to. A different, defunct Panama City Beach address for a similarly named business is also in circulation on a directory that cannot be cited for anything; it establishes nothing in either direction and is not reproduced here.
The schedule information for both boats is handled below by leaving it out, and the reason is different for each. For the in-park ferry, the operator site and the state park pages both refused every fetch, so nothing about its running days, times or prices has a source we can stand behind. For the shuttle, the operator runs two websites and they contradict each other on how often it sails, on when the last island-bound boat goes, and on which days it runs at all — one site restricts the shoulder season to part of the week and the other says it runs every day of the year. The two versions cannot both be true and nothing settles which is. Publishing either would mean picking a side between one operator and itself, so no frequency, no last-boat time and no day range appears here in any form.

Shell Island itself: halves, plus a third jurisdiction in the middle
Shell Island is split, and the split is load-bearing. The western half is under the control of St. Andrews State Park. Tyndall Air Force Base owns the eastern half. And in the middle, at the boaters' most popular anchoring area, sits the Spanish Ante Subdivision — private lots, many of them owned by the park, with county roads throughout. A page that describes the island as state park plus Tyndall and nothing else has put a reader on somebody else's lot, at the exact spot most boats stop.
Two older simplifications need naming so they do not come back. The island is not wholly Tyndall property: a visitor stepping off the state park boat is standing on state park land, not on an Air Force base. It is not wholly state park either. Any sentence naming Shell Island should be checkable against the split — if it would still read as true with the island imagined as one owner's, it is not specific enough.
The source quality travels with the claim. The halves language and the Spanish Ante Subdivision both rest on a single advocacy organisation with a stated adversarial history with the park, and not on a governing authority. The state's own approved unit management plan for St. Andrews State Park is the governing document and describes the same geography in different words — the park comprises lands on both the mainland and Shell Island, the Shell Island portion is accessible only by boat, and Tyndall shares a property line with the park on the east end. Where the property line actually falls, and what the public may and may not do on each side of it, is not mapped in anything we hold.
The one thing that must not be asserted in either direction is the permit question. Whether ferry and shuttle passengers landing on the western half need a Tyndall recreation permit is an inference published by nobody — not by either boat operator, not by the park, and not by the base, whose pages never name Shell Island and never define the boundary. What is sourced is narrower and is recorded rather than published: base regulations are reported to cover the eastern part of the island, and the base states that non-Department-of-Defense visitors must purchase a recreation permit when recreating in its East Unit. That says nothing about where a boat passenger lands. Ask the operator and ask the base before assuming either answer.
On the water: the lagoon dock cluster, and the addresses that collide
The dolphin, sunset and Shell Island operators on this end concentrate along North and South Lagoon Drive, and the addresses do not work as identifiers. At least two separate named businesses trade from 5709 N Lagoon Drive, and two more from 5201 N Lagoon Drive — the second pair being sister companies that still sell different products under different names. These are shared dock addresses, not duplicates to be merged, and a page that treats the address as the identifier collapses businesses that are not the same business. Check the operator name on the booking, not the street number.
No price appears in the table below for any operator. None was captured for any of them in our research, and none may be inferred from a neighbouring operator's trip.
Rentals. Adventures at Sea rents pontoons and waverunners daily from 8:00 a.m. to 5:30 p.m. Lagoon Pontoons also rents, and its own site publishes no rental or office hours at all, so the Adventures at Sea window is not carried across to it. Paddleboard and kayak rentals are a documented gap rather than a documented offering on this end: the pages we could read for the two Shell Island operators name snorkel equipment at one in-park store and bicycle rentals at the campground store, and no paddleboard and no kayak. Nothing about paddleboard or kayak availability is published here.
Parasailing. The operation on this stretch trades under two names — Florida Parasail Co. leads on its own site, with Paradise Watersports in the footer — which is the two-boat problem in miniature, and a page printing only one of them may not match the sign a customer is standing in front of. Its own site publishes a live online booking route and the number 850-249-7245. Our research separately records a kiosk address one street number away from the one the operator publishes, and describes beachfront sales points the operator's own site does not name; neither is printed here.
Two names that must not be presented as current. Lady Anderson was historically the best-known dinner and sightseeing yacht in this area, at 5550 N Lagoon Drive. It is absent from the marina's own fleet page and no dinner cruise of any kind is offered there. That is confirmation by operator omission, which is a real finding and is not a closure — no closure date exists anywhere and none is written. The name may not appear in the present tense. Diving from this end
Bay County maintains two Large Area Artificial Reef Sites. Management of the county artificial reef programme has recently changed hands: the Panama City Beach Convention and Visitors Bureau has formally assumed responsibility for it, and a Bay County grant project led by its coastal resources team deployed 150 tons of secondary-use concrete. The same page announces the sinking of a wreck called the Black Pearl without publishing a date for it, so no date is printed here.
The number everyone wants is the one nobody publishes. No exact total number of artificial reefs in the county programme appears anywhere in our fact base. No reef count may be printed, estimated or rounded — not dozens, not more than fifty, not any figure. The two Large Area Artificial Reef Sites are a count of sites, not of reefs, and the two must not be converted into one another. The programme publishes a direct email address for reef questions, which is a better route than a switchboard.
Four dive operations publish their own street addresses on their own sites, and three of the four are on Thomas Drive. Panama City Diving is at 106 Thomas Drive, 32408, on (850) 588-8077, running charters on the vessels Steel Slinger and Narcosis. Panama City Dive Center is at 4823 Thomas Drive, 32408, on (850) 235-3390, running training classes, four-to-eight-hour charters and night dives. Dive Locker — which trades without a definite article, and that is the string a search needs — is at 1010 Thomas Drive, 32408, on (850) 230-8006, and is a training centre running scuba charters. Red Alert Diving is at 1619 Moylan Road, 32407, on 1-850-238-8760, which is off this corridor rather than on it.
One address warning that is worth more than the rest of this section put together. Divers Den publishes its own address as 3120 Thomas Drive, Panama City Beach, FL 32408, with the number (850) 234-8717, an online booking calendar, and a 40-foot dive boat accommodating up to 18 divers. A different address for that shop — 5550 N Lagoon Drive, the marina complex — is in circulation, including inside our own research, and it is wrong in the specific way that costs a diver a morning: it sends them to a marina for a shop that is not there. Use the address the operator publishes.
A fourth name, DownTime Dive Charters, appears in our research without any operator source. That is not evidence that it does not operate; it is an absence of evidence, and the name is neither listed nor ruled out here.
Fishing: the charter fleet, the two piers, and the licence rules
Capt Andersons Marina, 5550 N Lagoon Drive, Panama City Beach, FL 32408, is the charter centre of gravity for this coast. Its published trip types are two distinct five-hour deep-sea trips, a morning one and an afternoon one, plus six-hour, eight-hour, ten-hour and twelve-hour deep-sea trips and private charters. The eight-hour trip is a night trip and is labelled as one here on purpose: a reader scanning a list of durations will otherwise book darkness by accident.
How the booking actually works is described by the marina itself and it is all three routes at once. You can book online through the marina's reservation link; you can walk the docks, where captains post daily availability at their individual boat slips; or you can contact a specific captain directly on the number listed for that boat. The ticket office is open every day during the summer and Monday to Friday in the off season.
How many captains work out of it is not printed here, and the reason is that the marina contradicts itself. One page on its own site references thirty-seven captains available for private charters and another says forty-five independent guides. A captain count is exactly the kind of figure that drifts between website updates, and here it drifts within a single website, so neither number is published.
The two piers on this coast are both west of this sub-region, and the single most important thing about their fees is that they are different from each other. Applying one pier's figures to the other is wrong for one of them, and it is wrong in the direction of a reader arriving at a gate with the wrong money.
Licence rules, stated carefully because these are legal rules about who may fish where without being cited. From shore, Florida residents may obtain a no-cost resident recreational saltwater shoreline licence unless otherwise exempt; nonresidents must purchase a three-day, seven-day or annual nonresident saltwater licence and there is no free shoreline exemption for them. The asymmetry is the fact — a page saying shoreline fishing licences are free in Florida is telling most visitors to this beach something that is not true of them. From a licensed pier, anglers are exempt from holding a personal licence because the pier itself holds a saltwater pier licence covering everyone fishing from it, and that applies to residents and nonresidents alike. From a boat, one of two things must be true: either the vessel operator holds a recreational saltwater vessel licence issued in the operator's name covering everyone aboard, or the boat is a for-hire vessel with a valid charter licence. Absent either, the individual angler needs a licence.
Two riders on all of that. A licence exemption is not a permit exemption, and the two must not be compressed. And a reader booking one of the marina's captains is presumably covered by the charter route above, but presumably is not a licence — the question to ask the captain before the trip is whether the charter's licence covers you.

The county figures come from the body that runs the pier, and pier usage there is cashless — credit or debit card only, with on-site kiosks converting cash to prepaid cards. The city pier's figures exist only on marketing publishers who disagree with each other on the walking fee, and its own operating authority publishes neither, so nothing is printed for it. The daily fishing charge at either pier is pier admission, not a fishing licence.
Beach access, parking and safety on this end
Exactly three fixed lifeguard locations are confirmed anywhere on this coast, and one of them is on this road: Rick Seltzer Park, 7419 Thomas Drive, run by Bay County, whose published feature list includes a lifeguarded beach. The other two are the Russell-Fields City Pier and the M.B. Miller County Pier, both west of here. Everywhere else is roving patrol only.
No lifeguard season, no daily hours and no staffing count is published on this page. That is deliberate and it is the most important omission on it. The one documented staffing window in our fact base is specific to a single pier at the other end of the beach, two city pages disagree with each other on the staffing count, and the county's own surf rescue page names no stationed locations, no season and no hours at all. Two sources agreeing on a narrow fact does not widen the fact, and a reader who reads an unqualified season as coverage where there is none is the exact failure this page exists to prevent.
Parking. One of the three City of Panama City Beach paid lots is at 9941 Thomas Drive, at $2 per hour up to six hours, $12 per day for twenty-four hours and $84 per week, paid through Passport Parking. Overnight parking is allowed in the three city lots, and trailers, RVs and oversized vehicles are prohibited from parking in them overnight. The word overnight is the fact, not a qualifier on it: the city documents no daytime restriction, and its silence is not permission either — no daytime rule is stated here in either direction. The county pier operates its own separate lot at county rates and is not one of the three city lots.
What happens in peak summer is an absence of published policy, and the absence is the finding. Neither the city nor the county publishes anything about overflow parking handling or towing enforcement once the popular accesses fill. There is no confirmed overflow lot and no confirmed towing threshold. This page does not fill that gap with a reassuring phrase, because every version of that phrase asserts a capacity claim nobody has sourced. What is actually known is narrower and duller: no policy is published, and a reader planning around it should call before they plan around it.
No dedicated public day-use parking area for an RV or a boat trailer at the beach was found on any city or county source. That is a search that found nothing rather than a demonstration that nothing exists, and it is not converted into a negative here.
The total number of public beach access points on this coast is genuinely unresolved and no figure is printed. The numbering is non-consecutive and split between two governments, so a rounded figure is not a cautious version of the truth — it is a different error wearing a hedge. Nor is any lettered sub-access printed: they come from a page that could not be read, and one of them falls inside a county cluster whose inventory we did read and does not show it.
One seasonal rule that reaches this end of the beach in part. Overnight beach access closures ran from 10 p.m. to 4 a.m. between 12 March and 30 April 2026, and there were two closed stretches, not one — accesses 25 to 36, and separately a run from about access 58 east to the east end property line of the Calypso Condominiums. Phrasing that as a single range tells a reader everything east of 58 is open, and it is not. Those accesses fall in the range recorded as the city's rather than the county's, and the source itself hedges the endpoints with the word about, so this page does not sharpen them.

St. Andrews State Park: the end of Thomas Drive
St. Andrews State Park sits at 4607 State Park Lane, 32408, on 850-708-6100, at the far end of this corridor. The structural fact is the contrast inside the gate: a calm Grand Lagoon side against Gulf surf, with over a mile of beach on both. That is the reason to send a family here rather than to a Gulf-front access, and the choice between the two waters is made after you are through the gate.
Its opening hours and its full fee ladder are not printed on this page. The state's own page for the park refused every fetch attempt across several passes, and the figures in circulation therefore have no source we can stand behind. What is established from a second direction is that a gate fee exists and is paid before an in-park boat ticket, which is why the ferry section above says a boat-ticket budget covers half the transaction.
A contact warning that matters more than it sounds. The destination marketing organisation's listing for this park prints the bureau's own street address and its own switchboard number instead of the park's. A reader dialling that number expecting the park reaches a marketing office, and a reader driving to that address arrives at a visitor centre rather than the park gate. Use 4607 State Park Lane and 850-708-6100.
There are 60 campsites for tents and RVs with electricity, water, picnic tables and grills. No nightly camping rate was captured and none may be estimated from any day-use figure. Elevated boardwalks carry beach access over the dunes, which is the strongest documented accessible beach access in our research for this coast — and it sits behind a paid gate, which is the pairing worth stating in the same breath. Beach wheelchair rentals are named for this park by the tourism board only, and their availability, cost and booking requirement are unconfirmed.
Two further open points. Whether Thomas Drive as a designated county route actually runs to the park entrance is not settled — the only fetched page describing that route ends it somewhere else. And no sourced drive time or distance from Panama City Beach to this park exists anywhere in our fact base, so none is estimated here.
Where to stay
One structural fact governs every listing on this coast and it governs this end too. Almost no Panama City Beach high-rise condominium tower is a branded hotel chain. What looks like a chain property is nearly always an independently owned condominium building marketed by a third-party rental management company, and multiple competing managers often list the same building. Two consequences follow: never read a condo tower as a hotel brand, and never take a building-wide policy from a single manager listing, because policies vary by individually owned unit and by manager.
Bay Point is described as a privately gated golf and marina community in unincorporated Bay County, with 24-hour security among what the community association dues cover. Both halves of that description come from a real-estate brokerage page rather than from the association itself, and the association's own management company confirms the golf course, the marina and a resort hotel while saying nothing about gating, security or visitor procedure. What the gate asks of a guest or a day visitor arriving at it is not documented anywhere we hold.
No hotel is physically co-located with Capt Andersons Marina. The marina's own site covers fishing trips, tours and events and describes no lodging at all — which is an absence on one site rather than a survey, and the marina functions in practice as a landmark anchor in booking listings for the Thomas Drive hotel cluster.
The 21-and-over rental rule reaches this corridor and its geography does not. Short-term and vacation rentals are prohibited from renting to anyone under the age of 21, under a pair of mirror ordinances: the city passed one around September 2025 and Bay County passed an essentially identical one about a month later, in October 2025, adopted deliberately so the rule reads the same across a line visitors cannot see from the street. Whether that rule is confined to the designated high-impact enforcement zones or applies to every vacation rental citywide and countywide is genuinely unresolved between our sources, so no geographic scope is claimed here in either direction.
The enforcement season itself is well sourced. The 2026 High Impact Period ran 28 March to 11 April, confirmed four times including once by Bay County itself, and during it police held expanded authority over curfews, bars, vacation rentals, traffic and beach closures. An 8 p.m. to 5 a.m. curfew applied to unaccompanied minors under 18 within the designated zone, with violation a second-degree misdemeanour carrying up to 60 days in jail and a civil fine, and parents or guardians exposed as well. A beach alcohol ban applied through March. Three dated accounts describe the enforcement zone boundaries three different ways and the county's own zone map could not be read, so no street-level boundary is printed on this page — a zone boundary is the line between lawful and cordoned, and it is not a thing to reconstruct from disagreeing news reports.
One distinction copy gets wrong constantly: a property's own age policy is not the seasonal ordinance. The Boardwalk's minimum check-in age of 18 and its damage fee for parties with nobody aged 25 or over are house rules that run all year. They are not the 21-and-over rental rule, and writing either as the other misdescribes both.

Eat and drink
Capt Andersons Restaurant and Waterfront Market, 5551 N. Lagoon Dr, Panama City Beach, FL 32408, is the anchor. It has run since 1967 and celebrates its 59th anniversary in 2026, serves over 250,000 guests across an eleven-month season, and has grown to 725 seats. It is open Monday to Saturday from 4:00 p.m. and closed Sunday. The 9 a.m. to 5 p.m. Monday-to-Friday hours that circulate are its office hours, stated as such on its own page, and are not dining hours. It does not accept dinner reservations — walk-in only, in its own words. Its waterfront is lagoon side rather than Gulf.
Two things about it that are commonly published wrong. The 725 figure is total restaurant seating and is not private event capacity: the rooms the restaurant publishes seat 125, 150 and 10, so the maximum private event capacity on that evidence is 150, and no combined-room figure above that is printed here. And the eleven-month season means it closes for a month somewhere in the off season — which month is not named on any source we hold, so a winter trip should check before it is planned around.
The Grand Marlin of Panama City Beach is a seafood and oyster bar whose North Drop Bar overlooks Grand Lagoon, so it too is bay side rather than Gulf. Its published hours are Monday to Thursday and Friday to Saturday 3 p.m. to 10 p.m., with Sunday brunch 10 a.m. to 2 p.m. and Sunday dinner 3 p.m. to 10 p.m., and the North Drop Bar open straight through on Sunday from 10 a.m. to 10 p.m. No weekly closed day is stated on that page. Its menus are printed daily to take advantage of the local catch, in the restaurant's own phrase. It takes reservations through OpenTable, and its number is 850-249-1500. Its street address is not printed here: the rendering in our research was not confirmed on any page of the operator's own that we could read.
Pineapple Willys, 9875 South Thomas Drive, 32408, is a border case and is named as one — the Grand Lagoon business directory claims it and the tourism board files it under Middle Beach, and it sits at the elbow where Thomas Drive meets Front Beach Road. It is a beach bar and barbecue house built on Panama City Beach's original pier, a local original since 1984, and Gulf side because of what it is built on. Open Monday to Sunday 11 a.m. to 10 p.m., no reservations, with live music and events regularly. Its number is 850-235-0928.
Andys Flour Power Cafe and Bakery, 2629 Thomas Drive, 32408, is the breakfast room on this corridor. Breakfast runs 7:00 a.m. to 2:00 p.m. Monday to Friday with lunch 11:00 a.m. to 2:00 p.m., and weekend brunch runs 7:00 a.m. to 2:00 p.m. on both Saturday and Sunday with live jazz 9:00 a.m. to 1:00 p.m. on both days. Its number is (850) 230-0014. Its own site names exactly one location, this one. A mainland store of the same name is described in circulation as closed; the operator states no such thing, publishes no closure notice, and names no mainland location at all, so no closure and no closure date is asserted on this page in either direction.
Schooners sits at this sub-region's western edge by address and markets itself as a Gulf strip beach club, so it is filed under Middle Beach and flagged here as a border case rather than claimed.
Nineteen further food and drink businesses along the Thomas Drive corridor appear in our research, and not one of them is named on this page. They came from a single business-association directory, which supports only their existence and their street address — no hours, no closure day and no current operating status was independently verified for any of them. They are leads, not facts, and the failure mode of publishing a directory listing as an operating status is already documented on this project. Two defects in that list are known: two of the names carry the same street address, and one of them is absent from the directory as it reads today. The directory also renders many of those addresses as Panama City rather than Panama City Beach, which is the jurisdiction split from the top of this page surfacing inside the source itself.
One address cluster to keep straight when booking or navigating. Capt Andersons Marina is at 5550 N Lagoon Drive and Capt Andersons Restaurant is at 5551 N Lagoon Dr — one number apart, across the road, and separate operations. Neither may be presented as the other, and a third thing at that cluster is named in the events section below.
Golf, markets and events on this end
Bay Point Golf Club, 4701 Bay Point Road, is a resort and semi-private championship course of Nicklaus Design, and it sits in unincorporated Bay County rather than city limits. Its own site prints a Panama City Beach city line in its address, which is an address convention and does not settle the jurisdiction — this is the same postal-versus-legal trap the top of this page opens with, running in the opposite direction from the way it usually runs here. Its number is 850-235-6950. No par and no yardage is printed: neither appears on the operator's own page, and a rounded yardage figure is exactly the shape of number this project does not publish. A second course at the property, the Meadows, is named nowhere on the operator's own site — that is an absence rather than a declared closure, and it is not converted into one here.
The Grand Lagoon Waterfront Farmers Market is in an unusual position and it is worth being direct about it. An aggregator carries a closed-down banner for it, which is not a citable signal and establishes nothing; no operator or authority source for the market was found at all; and the Grand Lagoon business directory names no farmers market anywhere on it. So the market may not be listed as open on this evidence and may not be listed as closed either, and no market day, hour or season is published here. Check before building a morning around it.
The Panama City Beach Seafood Festival is held at the Capt Andersons Marina West Lot, is a free community event, and runs consecutively with the local fishing rodeo. Its 2026 dates are not printed here: two date sets are in circulation and they are two weeks apart, which cannot be split, and a further stale date set from the previous festival is still standing on a local business organisation's page a reader will reach today. Check the festival's own site close to travel. Note also that the West Lot is a fourth distinct thing at the 5550 and 5551 N Lagoon Drive address cluster and is not the restaurant's car park.

Is Grand Lagoon in Panama City Beach?
Partly, and the part that is not matters. Bay Point and Upper Grand Lagoon are unincorporated Bay County rather than the City of Panama City Beach — Bay County's own municipality list names seven incorporated municipalities and neither of those is among them. City ordinances, city parking rules and city flag authority do not apply outside city limits, and the two interleave along this corridor: a city paid lot at 9941 Thomas Drive sits on the same road as a county park at 7419 Thomas Drive. Where exactly the city limit falls along Thomas Drive is itself an open question in our fact base.
Which Shell Island boat am I actually booked on?
Check the dock, not the name. Two entirely separate boats leave two entirely separate docks. The in-park ferry is run by St Andrews and Shell Island Adventures on 844-907-4355 and leaves the marina inside St. Andrews State Park at 4607 State Park Lane, where you pay park admission at the gate before you reach the boat. The Shell Island Shuttle is run by Adventures at Sea on (850) 233-0504 and leaves 5709 N Lagoon Drive on the canal front, with overflow parking across the street at Capt Andersons Restaurant. Driving to the wrong one is not arriving late, it is missing the boat.
Is shellislandferry.com the in-park ferry?
No. That domain belongs to the Grand Lagoon shuttle at 5709 N Lagoon Drive, not to the boat inside the state park. The two operators use overlapping language for their products, which is exactly why this page never uses the bare phrase Shell Island Ferry without naming the dock.
What time does the ferry or the shuttle leave?
We do not publish a schedule for either, and the reason differs. For the in-park ferry, the operator's site and the state park's pages refused every fetch across several attempts, so nothing about its days, times or prices has a source behind it. For the shuttle, the operator runs two websites that contradict each other on frequency and on operating days. Call the operator whose dock you are going to.
How long is the drive from the airport to this end of the beach?
We do not know, and we will not guess. The airport publishes a flat twenty minutes to Panama City Beach and that figure is true for Pier Park and the central strip, because the standard route down SR-79 lands west-central. Reaching Grand Lagoon means driving the length of the beach on top of that. The one longer figure that circulated for a Thomas Drive property sits on a page that cannot be read, and the shorter end of the band that used to accompany it had no source at all. Measure it before you plan a departure around it.
Can I walk to dinner from a condo here?
Generally no. Grand Lagoon is a marina and canal district rather than a beach strip, there is no dense walkable commercial core near most lodging here, and driving is required for essentially everything in the sub-region. The corridor reads as one continuous walkable strip on a map and does not behave like one on foot.
Is there a lifeguard on this end of the beach?
There is one confirmed fixed location on this road: Rick Seltzer Park at 7419 Thomas Drive, a Bay County facility whose published feature list includes a lifeguarded beach. It is one of exactly three fixed locations confirmed anywhere on this coast. We publish no season, no hours and no staffing count for it, because the only documented staffing window in our fact base belongs to a different pier at the other end of the beach and two city pages disagree with each other on the number of staff. Everywhere else on this coast is roving patrol only.
Is Shell Island all Air Force property?
No, and that is the specific error worth avoiding. The western half is controlled by St. Andrews State Park, the eastern half is Tyndall Air Force Base, and in the middle — at the most popular boat anchorage on the island — sits the Spanish Ante Subdivision of private lots and county roads. Whether passengers landing on the western half need a base recreation permit is published by nobody in either direction, so ask the operator and the base rather than assuming an answer.
Do I need a fishing licence here?
It depends on where you fish from. Florida residents fishing from shore may obtain a no-cost resident saltwater shoreline licence unless otherwise exempt; nonresidents fishing from shore must buy a three-day, seven-day or annual nonresident licence, with no free shoreline exemption. From a licensed pier, anglers are exempt because the pier holds its own saltwater pier licence, and that covers residents and nonresidents alike. From a boat, either the vessel operator holds a recreational saltwater vessel licence covering everyone aboard or the boat is a for-hire vessel with a valid charter licence — and the question to ask your captain before the trip is whether the charter's licence covers you. A licence exemption is not a permit exemption.
Can I get here without a car?
That is genuinely unresolved and we will not pretend otherwise. County transit's legacy fixed-route zone terminates at the Hathaway Bridge on the mainland side, and its on-demand service does operate a zone covering Panama City Beach, but the points the operator names for that zone are at the western end and no eastern boundary is published anywhere. The live route map could not be retrieved. Uber and Lyft both operate throughout Panama City Beach. What we can tell you is the fare structure — $1.50 a ride, $4.00 for a day pass, $35.00 for 31 days — and that Sunday service runs only from the first Sunday in March through the last Sunday in November.
Is Capt Andersons Restaurant the same thing as Capt Andersons Marina?
No. The marina is at 5550 N Lagoon Drive and the restaurant is at 5551 N Lagoon Dr — one number apart, across the road, and separate operations. The marina runs the charter fleet and tour boats; the restaurant is a seafood house open Monday to Saturday from 4:00 p.m. and closed Sunday, which does not take dinner reservations. A seafood festival is separately held at the marina's West Lot, which is a third distinct thing at that address cluster.
