Pier Park: the open-air centre, the city pier, and the only stretch of this beach you can walk
Pier Park is the middle of Panama City Beach in every sense that matters to a visitor. The centre itself sits at 600 Pier Park Dr, its landlord describes it as more than a million square feet of open-air lifestyle shopping across more than 120 stores, and the cluster around it — the city pier, a park with an amphitheatre, a cinema, a dinner theatre, an arcade and a short run of condominiums and hotels — is the only genuinely walkable sub-region on this coast. If you want to leave the car in one place for a day, this is the place the geography allows it.
Two words in that paragraph are doing more work than they look. Open-air means the walkways between tenants are outdoors: this is not an enclosed mall, and go to the mall is bad advice when it rains. And the centre is set back from the Gulf, with Front Beach Road running between it and the sand — so walkable to the shops and walkable to the beach are two different questions, and several properties here answer yes to one and no to the other. This page separates them everywhere they occur, because that separation is what decides whether a car-free family with beach gear can actually use a building.

Who should stay here — and who should not
Stay at Pier Park if you want to stop driving. Nowhere else on this coast puts retail, a cinema, an arcade, a dinner theatre, a park with an amphitheatre, a city pier and a long run of restaurants inside one walk. Our research states the position for this sub-region plainly: it is genuinely walkable within the district and from Pier Park area lodging, and it is not walkable from any other sub-region on this beach.
Stay here if you are travelling with a mixed group who want different things from an evening. The centre is the strongest answer in Panama City Beach for a party that cannot agree on cuisine, because the landlord's own dining directory runs to nineteen confirmed names and is not even a complete roster.
Stay here if the airport drive matters. The only drive time the airport itself publishes is a flat twenty minutes to Panama City Beach, and our research attaches that figure to this sub-region and the central strip rather than to the far ends of the beach.
Consider elsewhere if:
- You are booking on the assumption of an enclosed mall. Pier Park is open-air. The walkways between tenants provide no shelter, so a rainy afternoon here is a rainy afternoon spent partly outdoors.
- You want to step off your balcony onto the sand and also walk to dinner. Some buildings here do both and some do only one, and the Parkway hotels in particular are walkable to the centre but not to the beach.
- You need a dock. The charter fleet, the dive boats, both Shell Island boats and the dolphin operators all work out of Grand Lagoon, at the other end of the beach.
- You are here in the spring high-impact window and want no part of it. This sub-region is named inside the enforcement zone, and the second of the two overnight beach closure stretches runs east to the Calypso Condominiums property line, which is on this stretch.

What Pier Park actually is, in the landlord's own words
Pier Park is an open-air lifestyle retail and dining centre operated by Simon Property Group. Its own address is 600 Pier Park Dr, Panama City Beach, FL 32413. Simon describes it as more than 1 million square feet of open-air lifestyle shopping and more than 120 stores, and publishes three phone numbers for it: Mall Management on (850) 236-9962, a Shopping Line on (850) 236-9979 and Mall Security on (850) 529-4460.
Open-air is the structural fact and it governs everything else on this page. An open-air centre and an enclosed mall behave differently in weather, and a reader told mall will assume a roof the walkways do not have. That is the publishable half of the point. The unpublishable half is the sweeping version of it — that no fully enclosed mall operates anywhere inside Panama City Beach city limits. Nothing we hold tests that, one candidate carries the word Mall in its own trading name on the main tourist road, and this page says only what the landlord says about this centre.
One address caution that has caused real errors. 600 Pier Park Dr is the address of the whole centre, not of any tenant inside it. A listing that gives a restaurant or a theatre that address has attached the landlord's address to a tenant, which is the commonest way a venue in this district ends up with two addresses in circulation.
And one number caution. A Pier Park guest services number of 850-236-9974 has been in circulation and appears in older working notes; it is not one of the three numbers Simon publishes. Use the management line above.

Walkability, stated precisely — because this is the claim the sub-region is sold on
This is the one sub-region on this coast where park once and walk is a real description rather than marketing. What follows is the honest boundary of that claim.
Inside the district it holds. Retail, dining, the cinema, the arcade, the dinner theatre, the escape rooms and the park all sit within one pedestrian core, split across two street names that describe one destination: Pier Park Drive and L.C. Hilton Jr. Drive. Those two do not share a numbering scheme — Pier Park Drive addresses run in the 500s and 600s while L.C. Hilton Jr. Drive is numbered in the 15000s — so a visitor holding one address and standing on the other street is not lost, and a page that describes the whole cluster as the 500 to 600 block is describing only half of it.
From lodging it holds for some buildings and not others, and the distinction is worth more than the distances. Two independently owned Gulf-front condominium towers, Calypso Resort and Towers and Aqua Beach Resort, are reported at two tenths to three tenths of a mile from the centre; Tidewater Beach Resort is described as borderline at roughly three quarters of a mile. Those figures come from locals posting on a travel forum rather than from any official or operator source, and the forum pages that carried them can no longer be retrieved at all, so they are uncitable by construction and are not stated as fact anywhere on this page. Our own research also records that the figures got harder to credit rather than easier: Calypso's published street address sits about 1,600 in Front Beach Road numbering west of the centre's own Front Beach Road neighbours, which is hard to reconcile with a two-tenths-of-a-mile walk, and that address is itself disputed between two renderings, one of which turns out to be the rental manager's own office.
The Parkway hotels are the case that matters most, and it is a distinction rather than a distance. The two Marriott-branded properties on Panama City Beach Parkway — Residence Inn Panama City Beach Pier Park at 15900 and TownePlace Suites Panama City Beach Pier Park at 16000 — sit directly on the Parkway and are walkable to the centre but not to the sand. A family with beach chairs and a cooler is making a different journey from a couple walking to dinner, and this is the sentence that decides whether either can leave the car.
A brand name is not a distance. Hampton Inn and Suites Pier Park Area is at 13505 Panama City Beach Parkway in ZIP 32407 — roughly 2,400 in street numbering east of the two Marriott properties and in the other ZIP from the centre. Grouping it with them as equally walkable is not supported by anything we hold.
Outside the district it does not hold at all. Pier Park is not walkable from any other sub-region of Panama City Beach. From anywhere else on this coast, drive.

Hours, and why no restaurant on this page has one
Simon publishes the centre's hours as Monday to Saturday 10:00 a.m. to 9:00 p.m. and Sunday 12:00 p.m. to 6:00 p.m. No extended or summer hours appear on that page.
Those are the retail core hours and nothing else. Chain restaurants here generally keep longer independent hours, and not one individual tenant hour has been verified against anything. No Simon page we read publishes an hour for any single business inside the centre.
So this page gives no restaurant an opening or a closing time. That is a deliberate refusal rather than a gap: reading the mall hours onto a restaurant would tell a reader that a place shuts at nine when the operator may well be serving at eleven, and reading them onto a Sunday would close a kitchen at six on the evening a visitor most wants it open. Ring the restaurant, or ring the management office on (850) 236-9962.
The venues on this page that do carry published hours carry them because their own operators publish them, and each is attributed where it appears.
Parking: the most useful unconfirmed fact in this record
Parking at Pier Park is widely reported by visitors as free and abundant, available in the lots or on the street on both sides of the centre. That is what multiple independent commenters on a travel-site question thread said, and it is the reason nearly every page about this centre says parking is free.
It is not an operator statement, and the difference is the whole entry. Simon Property Group publishes no parking position of any kind on its own Pier Park pages — no cost, no free-parking claim, no lot description — and that silence has been checked twice by reading the pages rather than by failing to find them. Meanwhile the forum pages carrying the free-and-abundant quotations now refuse retrieval entirely, so even the visitor reports are uncitable.
What that leaves is a claim supported by nothing citable and contradicted by nothing, which is not the same as a likelihood and is not written as one. An operator can change a parking policy overnight in a way a forum thread will never reflect, and this page therefore does not promise it either way. The open item stays open until someone rings the management office.
Separately, and so nobody conflates the two: the City of Panama City Beach runs exactly three paid public lots, at 9941 Thomas Drive, 600 Henley Drive at Churchwell and Front Beach Road, and 11209 Front Beach Road at Richard Jackson Boulevard, charging $2 per hour up to six hours, $12 per day and $84 per week through Passport Parking. None of those three is the Pier Park lot, and the city's rates must not be read onto it.
What happens when it fills is an absence of published policy, and the absence is the finding. Neither the city nor the operator publishes anything about overflow parking or towing enforcement at peak season; the city's own parking page was read and carries no towing policy, no overflow provision and no peak-season provision of any kind. This page does not paper that over with a reassuring phrase, because every version of that phrase asserts a capacity claim nobody has sourced.
The Russell-Fields City Pier — the city pier, and it is here
The Russell-Fields City Pier is run by the City of Panama City Beach, and the City's own frequently-asked-questions page places it at Pier Park rather than merely near it. That geographic anchor matters, because there are two piers on this coast and confusing them is the standing error this site is built to avoid: the other one, the M.B. Miller County Pier, is Bay County's, at its own address elsewhere on this beach, and nothing at Pier Park belongs to it.
The street address is genuinely unresolved. It renders as 16101 Front Beach Road on the tourism board's pages and as 16201 Front Beach Road on a City facility page and on a second local publisher. Under this site's own rule the operating authority outranks the promoter, which would favour 16201 — but that adjudication has not been made and this page does not make it. Both renderings are in circulation and a reader should expect to see either.
There is a charge to walk it and a charge to fish it, and no figure for either appears on this page. The reason is the source, not the number: only a destination-marketing publisher carries a fee pair for this pier, a second publisher disagrees with it on the walking half, and the body that actually runs the pier publishes neither figure — its own facility page carries no walking fee and no fishing fee, and its fee page has refused every attempt to read it. Ring the City on 850-233-5080 for the amount, noting that this number itself has not been found on any City page we could read and the only City number confirmed on a City page is the parks department line, 850-233-5045.
Do not carry the county pier's figures across. The two piers charge different amounts, and a page that prints one pair against both is wrong for one of them, in the direction of a reader arriving at a gate with the wrong money. And whatever the daily fishing charge turns out to be, it is pier admission and not a fishing licence — an angler on a licensed pier is exempt from holding a personal licence precisely because the pier holds one, so calling the gate fee a licence tells a reader they have bought the thing they were exempt from.
One fee-adjacent fact does come from a governing authority, and it comes from the wrong government. Bay County states that annual passes sold at Frank Brown Park are honoured at both the county pier and Russell-Fields. That establishes that Russell-Fields charges something and that a cross-pier annual pass exists as a product; it does not give a daily figure and may not be turned into one, and the pass price and where it is sold are unconfirmed.
One dated concession is published by the City itself and is worth planning around. In honour of America's 250th anniversary, the City Council voted to approve free, all-day spectator access to the Russell-Fields City Pier for all Bay County residents from 1 August through 30 September 2026. That is residents, and it is spectator access.
Lifeguards. This pier is one of exactly three fixed lifeguard locations confirmed anywhere on this coast: the City states that two to four beach safety responders staff the east and west sides of it. The other two are Rick Seltzer Park and the M.B. Miller County Pier, both Bay County facilities elsewhere on this coast. Everywhere else on this coast is roving patrol only. No lifeguard season, no daily hours and no staffing count appears on this page, and that omission is the most important one on it — the one documented staffing window in our fact base is specific to this pier and establishes nothing about anywhere else, and two of the City's own pages disagree with each other about how many responders there are.
Dogs are not allowed on the pier itself. The Dog Beach on its west side is a separate thing and is covered further down.

Hookd Pier Bar and Grill — where it is, and why nobody can tell you whether it is open
Hookd Pier Bar and Grill is on the Russell-Fields City Pier, at Pier Park. It is not across from Pier Park, which is how it has been described in circulation and in our own earlier working notes, and that phrasing is a mis-siting rather than a loose approximation — it puts the reader on the wrong side of a road looking for a restaurant that is out over the water.
The siting rests on convergence rather than on one document. The City publishes the pier and places it at Pier Park; the fire that closed the restaurant was reported as a structure fire at Pier Park; the operator has described itself as being on the deck of the City Pier since summer 2010; and a report on the pier redevelopment names the Russell-Fields City Pier and Hookd on the same page, treating the restaurant as the sitting occupant whose place in the City's lease was in question. What is still missing is narrow and is stated plainly: no single City of Panama City Beach page names Hookd and the pier in one sentence.
It is not a Pier Park tenant. It is absent from the landlord's dining directory, and a restaurant on a City-owned pier under a City lease is not a mall tenant. That half of the older description survives intact and is better founded than the half that did not.
It closed after a fire. An electrical fire that began as a smell of gas spread into the roof and forced the restaurant to close in 2024, in peak summer season, when it employed 41 staff. As of the most recent report we hold, from July 2025, demolition of the building had begun with remodelling to follow, and the rebuilt restaurant was described as larger — two floors, more seating and an expanded deck. The pier's bait and tackle operation left with it.
Whether it has reopened is unknown, and an elapsed forecast is not a status. That report gave an expected reopening of spring 2026. It is now past that, and nothing we hold confirms either that it reopened or that it did not. A target date that has come and gone is evidence of nothing in either direction, and this page will not convert it into one.
No address and no hours are recorded for it. A Front Beach Road street number circulates on delivery apps and aggregator listings, which are the same class of source this site does not cite, and the operator's own site and social page both refused to render. Ring the City's parks department on 850-233-5045, which owns the pier, before planning an evening around it.
Where to stay: the Gulf-front row, the Parkway cluster, and the resort that is not here
One structural fact governs every listing on this coast and it applies here. Almost no Panama City Beach high-rise is a branded hotel chain: what looks like a brand is nearly always an independently owned condominium building marketed by a third-party rental management company, and multiple competing managers often list the same building. So a policy stated on one listing is evidence about one unit under one manager, and nothing more. Never read a building-wide pet, fee or minimum-stay policy off a single booking page.
The Gulf-front row on Front Beach Road is where the branded hotels are. Embassy Suites by Hilton at 16006 Front Beach Road publishes a pet policy of $75 for one to four nights and $125 for five or more, two pets maximum, 75 pounds maximum, dogs and cats only. Hampton Inn and Suites Beachfront is at 15505 Front Beach Road. Hyatt Place Beachfront and the Radisson Oceanfront are both on the same road and both are less established than that: the Hyatt's address and pet fee could not be retrieved at all, and the Radisson is confirmed only as booking through the Choice Hotels platform, with its address and its pet policy unread because the booking pages truncated on every attempt.
The walkable-but-not-beachfront cluster sits on Panama City Beach Parkway. Residence Inn Panama City Beach Pier Park at 15900 and TownePlace Suites Panama City Beach Pier Park at 16000 both publish an unusually complete accessibility feature list — accessible and van-accessible on-site parking, roll-in showers, adjustable-height hand-held shower wands, TTY and TDD compatibility, an accessible main entrance and hearing-accessible rooms or kits — with the TownePlace adding accessible entrances to its business centre and fitness centre. That is a documented feature list rather than a ranking, and it is presented as the former. Comfort Inn and Suites Pier Park Area is in the same cluster by name; its brand affiliation and no-pets position could not be read.
The condominium towers are the walkable Gulf-front option and they are independent. Calypso Resort and Towers and Aqua Beach Resort are marketed as the closest to the centre, and Tidewater Beach Resort at 16819 Front Beach Road publishes direct beach access and individually owned units let as vacation rentals. Aqua's own address and independent-condominium status could not be retrieved from any official property or association page, and Calypso's address is disputed between two renderings.
The Margaritaville correction, because this one costs people a booking. There is no standalone Margaritaville resort at Pier Park. What exists at Pier Park carrying that name is a restaurant, which the landlord places on the Boardwalk next to The Back Porch, and separately a Margaritaville Retail Store listed as a distinct tenant — so the name attaches to at least two different things inside the centre and neither is lodging. Margaritaville Beach Cottage Resort PCB is a real branded property at 13646 Front Beach Road, and the brand's own page does not mention Pier Park at all. How far apart they are is not published by anyone and is not estimated here.
And a compass correction that runs the other way. Three properties are described in circulation as too far west to be near Pier Park — Holiday Inn Express and Suites Beachfront at 12907 Front Beach Road, SpringHill Suites at 12513 and Fairfield Inn and Suites at 7718. All three are in ZIP 32407, against the centre's 32413 and its Front Beach Road neighbours in the 15325 to 16230 range. The too-far-to-walk judgement may well survive; the direction does not. They are east.

Eat and drink: nineteen confirmed names, and why that is not the whole list
This is the strongest answer in Panama City Beach for a group that wants different cuisines in one place they can walk between. It is also open-air, so the walk between restaurants is outdoors — that is not a caveat on the recommendation, it is part of the description.
Nineteen dining tenants are confirmed on the landlord's own dining directory, which is the strongest roster verification in our whole research base for this region. The chains and national names are Buffalo Wild Wings, Chipotle Mexican Grill, Dave and Busters, Dickeys Barbecue Pit, Five Guys, Longhorn Steakhouse, Nathans Famous, New York Pizza and Grill, Olive Garden and Red Robin. The local and regional seafood sits on the section the landlord calls the Boardwalk: Angry Tuna Seafood Company, Back Porch Seafood and Oyster House — which the landlord calls a local favorite since 1979 — and Pompano Joes. The remainder are Dicks Last Resort, Fords Garage, Great White Pizza, Margaritaville, Osaka Japanese Hibachi Steakhouse and Sushi Bar, and San Marcos Mexican Grill.
That list is accurate as far as it goes and it is not a complete roster. The landlord separately names PJs Coffee, Potbelly Sandwich Works and Pirates Voyage Dinner and Show among its food tenants, none of which appears in the nineteen. So no page may state or imply that these names are all of Pier Park's dining, and this one does not.
A second group of counter and quick-service names circulates under a tourism-board attribution that only partly holds. The tourism board's Pier Park page names Auntie Annes, Panera Bread, Starbucks Coffee Company and Smoothie King. It does not name Jimmy Johns, Chicken Salad Chick, Marble Slab Creamery, Kilwins or I Love Sugar, which have travelled with the other four under an attribution that does not cover them. None of the nine is presented here as a landlord-confirmed tenant, and the five unattributed ones are not presented at all. Auntie Annes is separately named by the landlord, on a store page that places another tenant on the Boardwalk between Auntie Annes and Salt Life — so the either-or framing that all nine came from the tourism board rather than the landlord is wrong for at least that one.

Things to do inside the centre
The activity cluster is what makes this sub-region an evening as well as an afternoon, and it is split across two street names for one destination — Pier Park Drive and L.C. Hilton Jr. Drive. Hold both when you are navigating.
The cinema is The Grand Pier Park, operated by Santikos Entertainment, and the name is the problem. The landlord's own tenant page confirms the operator and the current brand, lists IMAX along with recliners, wall-to-wall screens and a game room, and places the theatre in the middle of Pier Park across from Dave and Busters with Pier Park Drive as the best entrance. It publishes no street number, and the operator's own site refused every attempt, so neither a street address nor a screen count is stated here — the sixteen-screen figure in circulation traces to the theatre's former trade name, Grand 16, which is a name and not a count. Older listings still circulate that former name, and a Santikos listing and a Grand Pier Park listing are one building counted twice rather than two cinemas.
Dave and Busters is at 15701 L C Hilton Jr. Drive — an arcade and sports bar on a pay-per-play Power Card model. That model is the fact worth carrying: it is not an admission-ticket venue and must not be described as though a visitor buys entry to it. The operator's own location page renders the city as Panama City rather than Panama City Beach and publishes no ZIP code, so the 32413 in circulation for it is not printed here.
Pirates Voyage Dinner and Show is at 16061 Panama City Beach Parkway, Panama City Beach, FL 32413, on (850) 909-2469 — the one venue in this cluster whose address and phone both reproduce on two of the operator's own pages. It is a Dolly Parton brand dinner theatre; the landlord describes a 60,000 square foot indoor theater and the operator publishes a 15-foot deep indoor hideaway lagoon and live sea lions, plus a Christmas show at this location. It is also the strongest fully indoor option in an open-air centre, which is an unusual combination here and the reason it earns a paragraph rather than a table cell. Its opening date, its position in the brand's sequence of venues and a festival tie-in that circulates with it are on none of the operator or landlord pages we read, and none is stated here.
The Escape Game Panama City Beach is at 15801 L.C. Hilton Jr. Drive, Suite 110, 32413, on (448) 305-5789, open Monday to Sunday 8 a.m. to midnight. Address, suite, ZIP, phone and hours all reproduce exactly on the operator's own page, which makes it the best-documented venue in this district.
A second escape-room operator has a Pier Park location and it is a different address from its main one. Royal Escape Rooms trades from 477 Richard Jackson Boulevard, but its Pier Park rooms — including the haunted house and the room named for the pier — are at 15611 Starfish Street, Suite 115, 32413. A visitor sent to Richard Jackson Boulevard for those is at the wrong building in the wrong part of the city. The operator recommends its games for ages 10 and up, with adult supervision required for those 14 and under.
One venue name that must not be used. Pier Park Amphitheater appears on concert-listing databases and on no landlord, tourism-board or city page we have read. The city does publish an amphitheatre — at Aaron Bessant Park, 500 West Park Drive — but names it only as the park's modern amphitheater. Whether these are two stages or one name attached to one stage is unresolved, so no venue on this page is called Pier Park Amphitheater, and no schedule, act or on-sale date is published for it.

Pier Park City Center, Topgolf, and the trampoline park that vanished
There is a second development next to the centre and it is new enough that most existing guides to this beach do not have it. Pier Park City Center is an approximately 80-acre mixed-use development, and Topgolf Panama City Beach is the first of its businesses to open — a two-level anchor tenant, in the developer's own description.
Topgolf is at 15475 Topgolf Way, Panama City Beach, FL 32413, on (448) 218-5438, open Monday to Thursday and Sunday 9 a.m. to midnight, and Friday and Saturday 9 a.m. to 1 a.m. Address, phone and all three hour blocks reproduce exactly on the operator's own page.
Its bays are climate-controlled and that is not the same thing as indoor. The developer's own release describes 74 outdoor climate-controlled hitting bays, and the operator describes the mechanism as cooling fans in summer and heated bays in winter — which is temperature management in an open bay rather than a roof over a room. This page therefore does not call the venue all-weather and does not offer it as rain cover, and whether any part of it beyond the restaurant and bar is fully enclosed is an open question.
The same 80 acres carries a second story worth telling honestly. In November 2019 the developer announced plans to build and operate a trampoline park of approximately 25,000 square feet adjacent to the Pier Park lifestyle centre, with construction intended to begin in early 2020. Nothing we hold says it was built. Nothing we hold says the plan was ever formally withdrawn either — it simply stops appearing in the record. Do not list it as operating in any tense, and do not list it as cancelled: a different tenant opening on the same ground is not a withdrawal, and an announcement that quietly stopped appearing is exactly the kind of record that survives on aggregator pages long after everyone involved moved on.
Events: what recurs here, and why no date is printed for most of them
Pier Park is where a large share of this beach's public calendar happens, partly because Aaron Bessant Park sits beside it and several events use both. Five recurring events are confirmed on the tourism board's own Pier Park events page, and the recurrence is the publishable part.
Dates are handled differently from everything else on this page, and more strictly. An event page is the one page a reader plans a trip around, and a wrong festival date does not inconvenience somebody, it wastes their trip. So no date runs here unless the same date holds across the sources we have, and for most of these it does not: the tourism board's own festival pages and its Pier Park events page disagree with each other in at least one case, its published event dates and the city's event calendar disagree on several others, and a further set of dated events carries venue attributions to Pier Park that we have not independently confirmed.
The July 4th fireworks are the case where the disagreement matters on the ground. Our research records the fireworks as launched from the county pier and viewable from Pier Park; the tourism board's own holiday page lists the event against both the city and county piers, which is two launch points rather than one. A reader told the fireworks come off the county pier while standing at the city pier is standing at what may be a launch site. So this page names the event, does not name a launch point, and does not tell anyone where to stand.
The New Year's Eve beach ball drop is the other one. Our research and the tourism board disagree on the number of balls, on whether it is one drop or two simultaneous drops at two locations, and on whether a separate midnight fireworks launch belongs in the entry. None of those numbers or locations is printed here. The event recurs on 31 December; that is what holds.
One entry has been removed rather than corrected. A free art display at Pier Park under the Decor By The Shore name appears in older working notes; the tourism board's page of that name describes a region-wide trail of independently owned retail shops running from Front Beach Road to Thomas Drive to the Parkway, with a free passport stamped at participating stores. Those are shops, they are not at Pier Park, and a reader sent here to look at free art will find neither.

Several further annual events carry Pier Park or Aaron Bessant Park as a venue on the tourism board's rack card and on the city's own events calendar, and those two documents disagree on the dates for four of them. No date from either is published on this page.
Free at Pier Park, and the two things beside it that are not
Window shopping is the honest free entry. An open-air centre with more than 120 stores is a pleasant free evening, and that is the whole of the claim.
Aaron Bessant Park is at 500 West Park Drive, immediately beside the centre — 70 acres of maintained lawns, with an amphitheatre. The city's own facility record lists its amenities as a bike trail, a green room, a loading dock, multipurpose fields, parking, a pavilion, picnic tables, restrooms, a stage, a walking trail and water. Note what is not on that list: no playground. A playground is the one item on a park amenity line that a parent will drive for, and the operating authority's own list does not contain it, so this page does not promise one. The park also carries a segment of the city trail network, and no trail mileage is printed anywhere here because the city trail map and the tourism board publish figures that disagree with each other and with our own research.
The Dog Beach is on the west side of the Russell-Fields City Pier, and it is the exception to a rule rather than a general permission — the tourism board states that dogs are not allowed on the beaches generally, with this stretch as the named exception, and separately that dogs are not allowed on the pier itself. A leash requirement and a dogs-per-person limit both circulate; neither is on any page we could read, because the city's own dogs page rate-limited every attempt. Bring a leash regardless, and check the rules at the access.
Two things immediately beside all of that are not free and readers assume otherwise. Walking the Russell-Fields City Pier costs money — the amount is not printed here and the City is the body to ask. And parking, treated at length above, is probably free and is not promised.
Getting here and getting around
Northwest Florida Beaches International (ECP) is the airport. It is not on the beach and it is not in Panama City Beach: it sits in West Bay, unincorporated Bay County, north of the peninsula, and its mailing city is a postal artefact rather than a jurisdiction. The address is 6300 West Bay Parkway, Suite A, Panama City, FL 32409, and the main administrative line is (850) 636-8950.
The airport publishes a flat twenty minutes to Panama City Beach. Our research attaches that figure to this sub-region and the central strip rather than to the far ends of the beach, and it is the only drive time the airport itself publishes. No total road mileage from Pier Park to the airport is published by anyone, and none is estimated here. Nor is any other number: a fifteen-to-twenty-minute band that circulates has no fifteen-minute source behind it — the fifteen in the underlying material is a distance in miles, not a time, and a unit error is not a range.
The airport's own directions read: take State Road 79 north toward West Bay, turn right onto State Highway 388, and proceed for approximately 4 miles to the entrance on the left. The 4 miles is the State Highway 388 leg explicitly and is not a Panama City Beach to airport total. Coming the other way, a lower-tier local source describes taking 79 south as dropping a driver onto the west end of the beach near Pier Park; it is labelled as lower-tier because it is, and no junction is named on its authority.
The standard airport route does not use the Hathaway Bridge, which is worth saying because the bridge dominates local traffic talk and a reader who has heard about it will assume it applies. That is an inference from the road geography rather than a sentence the airport publishes. The bridge does apply to anything you drive to on the mainland once you are here: it is the only roadway crossing off this peninsula.
County transit runs under two names for one system — it was established as the Bay Town Trolley and now trades as Bayway, so any sign, review or older guidebook using the older name is describing this service. Which route serves Pier Park, where its stop is and when it runs are not established here. Nor is the on-demand service: its zone is described by its western and Walton County extent and nobody publishes an eastern boundary, so whether it reaches Pier Park at all is unknown. The one directional sentence in our fact base describes the corridor as running along the inland Highway 98 alignment rather than along Front Beach Road, which points away from the Gulf-front core rather than toward it, and it establishes nothing on its own. No zone description, no map and no coverage claim for this sub-region publishes from what we hold, and that absence is not softened into a phrase like coverage varies.
Rideshare operates on this coast. Whether any beach-adjacent pickup or dropoff restriction exists near Pier Park or either pier was not found, which is not the same as a finding that none exists — a local rule of that kind is exactly the sort that lives on signage and nowhere online, and it is carried here as an open question rather than as a confirmed absence.
Golf carts and low-speed vehicles are the local trap. Rental motor scooters were banned citywide after a phase-out, and most companies advertising golf cart rental along this coast are in practice renting low-speed vehicles, which are a different legal category with different requirements. No street-by-street list of where either may legally be driven publishes from what we hold: the city page carrying the designation list rate-limited every attempt and the ordinance code is not machine-readable, and the widely quoted line about roads posted at 35 miles per hour turns out to be a composite of two different sentences from a rental marketing blog rather than a municipal designation. No street, no speed threshold and no operator is named here.
Spring at Pier Park: the enforcement zone, and the closure that ends on this stretch
The 2026 High Impact Period ran 28 March to 11 April 2026. Those dates are the best-sourced facts in this part of our research — a county news release, two dated local news reports and a fourth report all give them — and during the period police hold expanded enforcement authority over curfews, bars, vacation rentals, traffic and beach closures.
Pier Park is named inside the enforcement zone by every account of it, and no street-level boundary is drawn on this page. Three dated sources describe the city zones three different ways, naming streets that appear in none of the other versions, and the county's own zone map is a document nobody has been able to read. A zone boundary is the line between lawful and cordoned, so this page names the sub-region as in scope and stops there.
The overnight beach closures are the fact this sub-region has to get right, and they were two stretches rather than one. From 12 March to 30 April 2026, beach access was closed nightly from 10 p.m. to 4 a.m. at accesses 25 to 36 — and separately, from about access 58 east to the east end property line of the Calypso Condominiums. That second stretch ends on this stretch of beach. Writing the closure as a single range tells a reader that everything east of access 58 is open, and it was not. Both endpoints are hedged with the word about in the reporting, and this page does not sharpen them.
Note also that the closure window is longer than the High Impact Period. Twelve March to 30 April is not 28 March to 11 April, and collapsing the two spans into one produces a night when a reader believes the beach is open and it is closed.
The other spring rules, as they stand. Unaccompanied minors under 18 are subject to an 8 p.m. to 5 a.m. curfew within the designated zone during the High Impact Period, and violation is a second-degree misdemeanour with parents or guardians also exposed. Alcohol is banned on the beach through March. Short-term and vacation rentals may not rent to anyone under 21 — a rule passed by the city and mirrored about a month later by the county precisely because visitors cannot see where the county line runs through this corridor — and whether that rule applies only inside the enforcement zones or to every vacation rental regardless of zone is unresolved, so no geographic scope is attached to it here in either direction.
One distinction that gets collapsed every season. A property's own minimum check-in age is a house rule that runs all year and varies by building and by manager. It is not the seasonal 21-and-over rental ordinance, and writing either as the other misdescribes both.

Two negatives this page refuses to make, stated so a later pass does not quietly add them. It does not say there is no enclosed mall in Panama City Beach — Pier Park being open-air is a fact about Pier Park, and the wider claim is untested with a counterexample-shaped candidate sitting on the main tourist road. And it does not say the trampoline park announced next door was cancelled — it was announced, it appears never to have been built, and no source records a withdrawal.

FAQs
Is Pier Park an indoor mall?
No. Its landlord describes it as more than a million square feet of open-air lifestyle shopping, and the walkways between tenants are outdoors with no shelter. That is the fact to plan a rainy afternoon around: go to the mall is bad advice here, because you will be outside between every shop. The genuinely indoor options in the district are individual venues rather than the centre itself — the dinner theatre publishes a 60,000 square foot indoor theater and the cinema and escape rooms are inside buildings. What this page will not tell you is that no enclosed mall exists anywhere in Panama City Beach; that is a much bigger claim and nothing we hold tests it.
Is Pier Park on the beach?
No. The centre sits at 600 Pier Park Dr, set back from the Gulf, with Front Beach Road running between it and the sand. The landlord names two road approaches — along Highway 98, which is also written as Back Beach Road and as Panama City Beach Parkway, and separately via Front Beach Road — and directions that name only one of those send a visitor past the other. The beach and the city pier are near the centre rather than part of it, and no distance between them is published by anyone.
What time does Pier Park open and close?
The centre publishes Monday to Saturday 10:00 a.m. to 9:00 p.m. and Sunday 12:00 p.m. to 6:00 p.m., and no extended or summer hours appear on that page. Those hours are the retail core only. Chain restaurants here generally keep longer independent hours, and we have verified no individual tenant hour against anything, so do not assume a restaurant closes when the shops do — particularly not on a Sunday evening. Ring the restaurant, or ring mall management on (850) 236-9962.
Is parking free at Pier Park?
Visitors say so, and we will not promise it. Multiple independent visitor comments describe parking as free and abundant, in the lots or on the street on both sides of the centre. But that is visitor report rather than operator policy: Simon Property Group publishes no parking position of any kind on its own Pier Park pages, which we read specifically to check, and the pages carrying those visitor quotations can no longer be retrieved at all. So the claim is supported by nothing citable and contradicted by nothing, which is a different thing from being probable — and an operator can change a parking policy overnight in a way a forum thread will never reflect.

The Russell-Fields City Pier, run by the City of Panama City Beach — the City's own frequently-asked-questions page places it at Pier Park. The other pier on this coast, M.B. Miller, is Bay County's and is elsewhere on this beach, and the two charge different amounts, so never read one pier's figures onto the other. We print no fee for Russell-Fields. Only a destination-marketing publisher carries a fee pair for it, a second publisher disagrees on the walking half, and the body that actually runs the pier publishes neither figure. Ring the City for the amount. One published exception: Bay County residents get free all-day spectator access from 1 August to 30 September 2026 by City Council vote.
Is Hookd Pier Bar and Grill open?
We do not know, and we will not guess. It closed after an electrical fire in 2024, and as of the most recent report we hold, from July 2025, it was mid-rebuild — demolition begun, remodelling to follow, and the replacement described as two floors with more seating and an expanded deck. That report gave an expected reopening of spring 2026, which has now passed with nothing confirming that it reopened or that it did not. An elapsed target date is evidence of nothing. Ring the City parks department on 850-233-5045, which owns the pier.
Where exactly is Hookd — is it across from Pier Park?
No, and that phrasing is the specific error worth avoiding. It is at Pier Park, on the Russell-Fields City Pier itself — the operator has described itself as on the deck of the City Pier since summer 2010, and a report on the pier redevelopment names the pier and the restaurant on the same page. It is not a Pier Park tenant: it is absent from the landlord's dining directory, and a restaurant on a city-owned pier under a city lease is not a mall tenant. One gap remains, and it is narrow: no single City page names the restaurant and the pier in one sentence.
Can I walk to Pier Park from my hotel?
It depends which hotel, and on whether you also want to walk to the sand. Two independently owned Gulf-front condominium towers are reported at two to three tenths of a mile and a third at roughly three quarters, but those figures come from a visitor forum whose pages can no longer be retrieved and one of the buildings publishes an address hard to reconcile with them, so we do not state them as fact. The two Marriott-branded properties on Panama City Beach Parkway sit beside the centre and are walkable to it but not to the beach. And a hotel with Pier Park Area in its name is not necessarily near it: one such property is roughly 2,400 in street numbering east and in a different ZIP.
Is there a Margaritaville resort at Pier Park?
No. What carries that name at Pier Park is a restaurant, which the landlord places on the Boardwalk next to The Back Porch, plus a separately listed Margaritaville Retail Store — two tenants sharing a name, and neither is lodging. The landlord's store directory lists no hotel or resort tenant at the centre at all. Margaritaville Beach Cottage Resort PCB is a real branded property at 13646 Front Beach Road, and the brand's own page for it does not mention Pier Park. How far apart the two are is published by nobody and is not estimated here.
Where are the beach closures during spring break, and does this stretch have one?
Yes, and it is the half people miss. In 2026 the overnight closures ran from 10 p.m. to 4 a.m. between 12 March and 30 April, and there were two closed stretches, not one: accesses 25 to 36, and separately a run from about access 58 east to the east end property line of the Calypso Condominiums, which is on this stretch. Writing it as one range tells a reader everything east of 58 is open, and it was not. Note also that the closure window is longer than the High Impact Period itself, which ran 28 March to 11 April 2026 — the two spans are not the same and must not be collapsed.
Is there a lifeguard here?
At the pier, yes. The City states that two to four beach safety responders staff the east and west sides of the Russell-Fields City Pier, and it is one of exactly three fixed lifeguard locations confirmed anywhere on this coast. We publish no season, no daily hours and no staffing count for it: the one documented staffing window in our fact base is specific to this pier and establishes nothing about anywhere else, and two of the City's own pages disagree with each other on the number of responders. Everywhere on this coast that is not one of those three fixed locations is roving patrol only.
Can I get to Pier Park without a car?
That is genuinely unresolved and we will not pretend otherwise. County transit runs under two names for one system — established as the Bay Town Trolley, now trading as Bayway — and which route serves Pier Park, where its stop is and when it runs are not established in what we hold. The on-demand service publishes its zone by its western and Walton County extent and no eastern boundary, so whether it reaches here is unknown; the one directional sentence in our fact base describes the corridor along the inland highway rather than the beach road, which points away from here rather than toward it. Rideshare operates on this coast. Once you are here, the district itself is walkable, which is the point of staying in it.
Is Topgolf indoors?
No, and the word that misleads is climate-controlled. The developer's own release describes 74 outdoor climate-controlled hitting bays, and the operator describes the mechanism as cooling fans in summer and heated bays in winter — temperature management in an open bay, not a roof over a room. So do not plan it as rain cover. What is confirmed is the venue itself: 15475 Topgolf Way, Panama City Beach, FL 32413, on (448) 218-5438, open Monday to Thursday and Sunday 9 a.m. to midnight and Friday and Saturday 9 a.m. to 1 a.m. It is the first business open at the roughly 80-acre Pier Park City Center development next door.
What happened to the trampoline park that was announced next to Pier Park?
Nobody has published an answer, and that is the honest state of it. In November 2019 the developer announced plans to build and operate a trampoline park of about 25,000 square feet adjacent to the Pier Park lifestyle centre, with construction intended to begin in early 2020. Nothing we hold says it was built, and nothing says the plan was formally withdrawn — it simply stops appearing in the record. Topgolf later opened on that same 80-acre site, which is not the same as a cancellation. Do not list the trampoline park as operating, and do not list it as cancelled either.
Are dogs allowed at Pier Park and on the pier?
There is a designated Dog Beach on the west side of the Russell-Fields City Pier, and the tourism board frames it as the named exception to a general rule against dogs on the beaches rather than as a general permission. Dogs are not allowed on the pier itself. A leash requirement and a limit on dogs per person both circulate and neither is on any page we could read, because the city's own dogs page rate-limited every attempt — so bring a leash and read the signs at the access rather than relying on a number from anywhere.
