Grayton Beach and Blue Mountain Beach: two rulebooks on one stretch, and a park nobody can quote

How this page is drawn, and what it is not

This is our editorial grouping of Grayton Beach and Blue Mountain Beach. It is not a jurisdiction, not a district, not a census unit and not a published sub-region. No source in our fact base divides South Walton into stretches of any kind, and where a Panama City Beach page on this site leans on that region's destination marketing organisation for its sub-region names, there is no equivalent publication for this coast.

So nothing on this page places an address inside or outside any line, because the only line here is ours. A great many addresses on this stretch carry Santa Rosa Beach as their mailing city, including the Blue Mountain Beach Regional Beach Access and several of the restaurants below. That is a postal fact rather than a statement about which neighbourhood a place is in, and neither name is a municipality in any case.

Both names are unincorporated. Grayton Beach is described in our sources as an unincorporated historic beach village; for Blue Mountain Beach our sources carry no source of any kind for what it is legally or statistically, only an open question. Neither has a mayor, a city hall, a municipal police department or the power to pass an ordinance.

The two rulebooks — county ground and state ground are not the same ground

This is the section that matters most on this stretch and it is the one competitor pages flatten. Grayton Beach State Park is administered by the Florida Department of Environmental Protection. The beach accesses, the municipal parking lot and the beach ordinances outside it are Walton County's. A fee, an hour, a pet rule, an alcohol rule or a parking rule sourced to Walton County may not be restated for the park, and a park rule may not be restated for a county access. Each carries its own authority in the sentence that states it.

There is a second consequence people miss. The dry-sand and customary-use dispute that runs down this coast is a question about county and private beach. It is not the operative frame inside a park boundary, where park rules govern instead.

And there is a citation problem that we are not going to work around quietly. Our sources present the park's address, phone number, opening hours and entry fees with a floridastateparks.org URL behind each. That domain has returned HTTP 403 to this project on every attempt ever made — a fresh check on 2026-08-02 blocked five park URLs, every one of them on that domain. A page you could not read is not a citation. So none of those figures appears below, and the same applies to the acreage, trail mileage, lake area and gate-capacity claims our sources carry from the same unread pages.

Access regimes on this stretch

This page carries no community-by-community gate table, because there is nothing to put in one. Our fact base records no gate regime for Grayton Beach and none for Blue Mountain Beach — and, just as importantly, it does not record that there is none for either. The source that marked both names as ungated carried no source for that column at all, and an ungated cell tells a reader they may walk in.

So neither direction is stated here. If you want an access on this stretch that does not depend on somebody's answer, use the Blue Mountain Beach Regional Beach Access or the state park beach, and read the parking section before you drive.

The regimes that do exist elsewhere on 30A — a manned gate with a check-in desk, a code or a wristband, a private deeded walkover, and towing enforcement with no gate at all — are named on the pages for the stretches that carry them. None of them is assumed here.

Water access — the county point on this stretch

Parking counts come from Walton County's own Beach Access Selection Chart. Read them as a documented space count rather than as availability: twenty spaces is twenty spaces on a chart, not a space at 10 a.m. in July, and we hold no occupancy, fill-time or overflow data for any access on this coast.

Showers and boardwalks are not broken out per access in the county chart we hold, so we do not write that this access has an outdoor shower and we do not write that it has none. Restrooms are different and do publish. Our fact base also does not file every one of the county's Regional Beach Accesses to a named community, so this page claims only the one its sources place here.

Neighborhood Beach Accesses are mostly walk-up boardwalk points with little or no parking and no restrooms, they are the majority of the county inventory, and our fact base documents none of them individually. None is named here alongside a facility claim in either direction.

Parking, and the rule that costs $500

Walton County began charging for parking at three Municipal Parking Lots on 1 to 3 April 2026, and the Grayton Beach lot is one of them. We publish no rate. Every rate figure in our fact base comes from coverage of a rollout that was days old at the time of reporting, our own source instructs its reader to verify against the county portal before publishing, and one of the figures sits oddly against another in a way nobody has reconciled. Payment is online at parkwaltonco.org, and enforcement is by licence-plate-reader camera managed by a contractor, PCI Municipal Services.

The overnight rule is the expensive one and it is treated differently from the rates for a reason: a wrong hourly rate costs you a few dollars and a missed overnight ban costs you $500. Vehicles left in the county Municipal Parking Lots between midnight and 5 a.m. face a $500 fine, rising to $750 if unpaid within 30 days, reported as aimed explicitly at stopping short-term-rental guests using the lots as overflow parking. That comes from the same news coverage as the rates, so it carries the same open question — but the direction of the risk is opposite.

The county Beach Tram is free and our sources record it running from the Grayton Beach lot to nearby beach accesses. We publish no hours, no frequency and no full list of the lots it reaches, because our sources disagree about which lots have a connection.

Private lots are a separate matter with a separate enforcement. Businesses along 30A contract their own towing companies for their private lots. The caution is the fact, not any named business's policy: do not park in a private business lot to reach the beach unless the business permits it. One restaurant on this stretch runs a free shuttle from a private parking lot, and a shuttle is not a parking permission.

Flags, lifeguards and what is actually documented here

The flag warning system belongs to the South Walton Fire District, an independent special district with its own elected board and its own state charter — not to Walton County government and not to the state parks division. One flag colour flies county-wide and reflects the most dangerous conditions found anywhere in the county, so the flag at the access in front of you may be more severe than the water in front of you looks. The district warns that dangerous rip currents can exist with no visible surface indication.

Visit South Walton names Blue Mountain among the guarded locations. For the 2026 season our sources record coverage from 1 March to 31 October, staffed 10 a.m. to 6 p.m. That is a 2026-season record attached to that named list, it does not carry into a later year by inheritance, and it is not a statement that this stretch is staffed.

Nothing in our fact base documents a staffed tower inside any state park, which on this stretch is the distinction that matters: a guarded county access and an unstaffed state park beach can be a short walk apart. We do not state that the park beach is unguarded either — absence of evidence is not evidence of absence, and it is equally not evidence of presence. We publish no count of guarded locations and no tower number.

Entering the water under a double red flag carries a $500 fine under Walton County Ordinance 2025-22, adopted 24 November 2025. Visit South Walton's own page adds that it can also result in criminal charges; those words are that publisher's and are not restated as ours.

Western Lake, the dune lakes, and the museum you cannot see from the beach

A coastal dune lake is not public by default. Several of South Walton's dune lakes are fully or partially ringed by private residential communities and gated developments, and our sources describe that as the norm along 30A rather than the exception. Walton County's own page states there are 15 named coastal dune lakes along 26 miles of coastline — the county's figure, on the county's own page, and 26 miles is a coastline measure that never belongs in a sentence about how long 30A is.

Western Lake is one of only three lakes in our whole fact base with a public-access source behind it: Walton County's own page sources a public boat ramp there, and the lake sits inside Grayton Beach State Park. Friends of Grayton runs kayak and paddleboard rentals on site, 9 a.m. to 4 p.m., seven days a week, bookable through FareHarbor online or in person — that comes from the operator's own site, dated to when we read it on 2026-07-26, and no rental price exists anywhere in our fact base. The rental is inside a park gate whose fee and opening hours do not publish here, so we can tell you where to rent a boat on Western Lake and we cannot tell you what it costs to drive in and do it.

Every other lake near this stretch appears in our sources only on a third-party compilation with no access determination at all, and none of them is described here as publicly reachable. The county's own document listing public access points on the coastal dune lakes has never been fetched by this project.

Offshore of Grayton Beach State Park sits the Underwater Museum of Art, described by the Cultural Arts Alliance of Walton County as the first permanent underwater sculpture garden in the United States: a designated one-acre seabed area in the Gulf, at roughly 60 feet. That depth is the important part and it is a safety fact rather than trivia. It is not visible from the beach, it is not something you swim out to, and the alliance's own materials describe it as for certified open-water divers. It is run as a partnership between the Cultural Arts Alliance and the South Walton Artificial Reef Association, which directs visitors to UMAFL.org. We publish no count of installed works, we name no dive charter — none is named on the page we read — and we do not tell you that no snorkel or surface-viewing option exists, only that our fact base records none.

Eating on this stretch

Where an operator publishes its own hours we give them as what that operator published on the date we read it, never as a warranty about the day you turn up. Most names our sources carry for this stretch published no hours and no closure day at all, and a name on a destination marketing roster establishes that the publisher currently lists it — nothing about whether the door opened this morning.

The gap worth saying out loud is The Red Bar at 70 Hotz Ave, Grayton Beach. It is one of the most-searched names on this coast and our fact base could not source its current operating hours from the operator's own homepage — no hours, no closure day. We are not going to fill that in from somewhere else. Call before you go. Our sources record that it burned down in a fire in February 2019 and rebuilt and reopened, and no reopening date publishes here: the only figure available is a range in a news headline, and a range in a headline is not a date.

One trap on the same street. Chiringo runs a free daily shuttle from the Grayton Central parking lot, 6 a.m. to 10 p.m. A shuttle window is not an opening time, and our sources confirmed the restaurant's 10 p.m. close without confirming when it opens. Note also that the shuttle runs from a private lot, and a shuttle is not a parking permission.

The one clean weekly closure anywhere in our fact base for this coast is on this stretch, and it is worth planning around: For The Health Of It is closed on Sunday.

Where to stay

This is a vacation-rental and rental-management market rather than a chain-hotel market. Our research pass records no branded hotel in Grayton Beach and none in Blue Mountain Beach — that is a statement about the pass and not a finding that none exists, and it is worth treating as the former.

Grayton Beach is small-scale rental cottages and homes. No Grayton-specific rental agency was identified in our research pass, so the cross-market managers that work the whole corridor are what our fact base records here.

Grayton Beach State Park has its own cabins, and they are a state facility on a different rulebook entirely. We publish no rate, no booking term and no pet policy for them, for the same reason the park's fee and hours do not publish: the source behind those figures has never once opened for this project.

Blue Mountain Beach is primarily rental homes plus condominium buildings. Two are named in our fact base. Adagio is a Gulf-front condominium tower whose address renders two different ways across two managers' own listings, so no address for it publishes here until one is confirmed. Redfish Village is a mixed-use condominium and retail development — and Village there is a building name rather than a hotel or a place, which is the naming trap this coast produces more than any other.
